It doesn't, really. I think some people are disappointed that a movie this 'dark' doesn't feature the level of violence we got back in the day. I mean, Vegeta was gargling and spitting blood in the Freeza arc! That said, it's silly to even expect it at this point. It's a different era where acceptable levels of violence in children's TV shows have changed. I guess it boils down to whether you really think a lack of blood significantly lessens the impact of what's happening on screen. I'd say blood can help, but solid animation is perfectly capable of achieving the same impact, too. Nothing to be that upset about!

I'm not gonna lose sleep either, but there's nothing wrong with wanting blood.
The General Blue incident is a gag scene. We can't compare that to a villain trying to kill Goku and blasting a hole through his chest.
