There is no set schedule for when information is released. It comes when it comes.
Weekly Shonen Jump is released every Monday. V-Jump is released on the 21st of each month (barring a Sunday or holiday, in which case it gets moved up slightly); the October 2016 issue is due out August 20. Saikyo Jump comes out the first week of every-other-month; the September 2016 issue just came out on August 5.
Occasionally, other non-Shueisha magazines contain minor tidbits like upcoming episode titles or short summaries.

Yup. 55 is scheduled for the 21Aug only taking a 1 week break for the Olympics. Though we have another break mid September so that's something to look forward too! Yay.

An author can do whatever he wants with the characters, that's not false. But the author should also have the responsibility to make sure it fits in cohesively with the other events in the narrative he has created.

They are getting more frequent, looks like Toei is trying to pull a Togashi

The issue with the schedule is getting everything before the animation done on time and most of the writers and storyboarders work exclusively or near exclusively on Super. On top of that all of the animation Supervisors on the show work exclusively on it and a fair amount of the animators work exclusively or near exclusively on it. These breaks will definitely help the show, it just might not be immediately noticeable or felt.
