I've always found it strange that to say animation is so prominent in Japan their animation has always looked piss poor when compared to American animation.
Even back when DBZ came out and was one of the better looking anime's it still looks terrible when compared to Batman TAS which was out at around the same time.
I have no idea why they're so cheap with this stuff when Battle of Gods made $50 million.

There were far better looking shows around at the time that are easily equal to what you see in Batman TAS.
Though I do agree that them cheaping out nowadays is very silly.

The design itself makes no sense in relation to anything else Saiyan though. 5 gold-haired Super Saiyan mommies/daddies and the result is magneta colored kid? Slim is fine, simple is fine, but the color choice was as random as it gets. I don't care about the bad CG in this film. Japan never has good CG expect for a few movies. The CG is from Toei and the CG in recent Kamen Rider & Super Sentai shows are always shit. It's not like the movie was going to have Pixar level of CG anyways.

-he wanted unintimidating, magenta is unitimidating. How many strong magenta haired characters are out there outside of series like precure? (There may be some I don't know of).

Animation is prominent, but that doesn't mean it's always hugely profitable in general. It's smart to spend as little as necessary so as to make sure one doesn't jeopardize their business. Besides, money doesn't mean high-quality. American cartoons have huge budgets but are nowhere nearly as well crafted. The 1992 Batman series didn't tell episode directors which studio would be animating their storyboards, which means the episode directors didn't even know who they were working with and how to emphasize the individual talents of their staff. Studios with weaker staff were given high amounts of money that could have otherwise been spent on episodes sent to studios with stronger staff. Dragon Ball Z is definitely the series with the better planning and allocation of resources. The lower budgets of Japanese series have also led to a stronger emphasis on filmmaking and making each shot as interesting and communicative as possible, especially when the production schedule isn't "this episode is due in four weeks but key animation hasn't even begun!" The 2002 Naruto series made great use of interesting camera angles, shading, filters and contrasting foreground and background to get around having otherwise untalented key animators for most of its episodes. Satou Shinji, Niidome Toshiya and Murata Masahiko really gave the series a sense of timing and tangibility thanks to how they storyboarded episodes. Directors like Ishizuka Atsuko (No Game No Life), Matsumoto Rie (Kyousougiga) and Takao Naoko (Idol M@ster: Cinderella Girls) are also wonderful at creating fascinating episodes without much in the way of money, too.
Toei Animation does still have talented staff on hand. Since Episode #6 World Trigger has been pumping out wonderful action choreography and storyboards for dialogue scenes. Disk Wars: Avengers also had directors like Koga Gou, Hatano Morio and Chioka Kimitoshi to create great scenes, too. Either one of those three would make for great Dragon Ball directors, especially given Koga already directed the Opening animation for the Dragon Ball Z 2 PlayStation 2 video game.
"Just throw money at it!" hand-waves the vast importance of the actual talent using that money.

Part of his head is completely disconnected because of the bad video compression. Say what you will about the character being on model, but the animation/pose looks fine. Especially considering it's (I'm assuming) a hand-animated turn-around.

Which let's down the shows in more ways than one. With American cartoons they have seasons, Anime doesn't it just keeps pumping out episode after episode non stop.Most Anime are mass produced for cheap.
Not only does this mean we get filler which we wouldn't have if they also did seasons at a time but the more spent on making those filler episodes could have gone into better the other episodes look better.
One Piece, Naruto, Fairy Tail etc would have been better off if they aired for 6 months then took a break for 6 months and so on.

It's probably the video. It was CG until before the point of Goku's turn and then it was CG after he fired. Everything in between was hand drawn. I think it's fine. Why would anyone draw a frame like that?
