I want to make sure I don't make too big of gaps I am more of a minimalist. I'm thinking of using Farmer as a Base and have expectations of Piccolo Daimao reaching 1,000 to 10,000 level.

NOTE: A tiny bit of rounding is involved in these attacks to keep the numbers clean. If you want an in-universe reason you can dismiss it as varying states of energy usage, injury, and mastery.

OTHER NOTE: An old Weekly Jump issue gave the power level of Goku at the 23rd Tournament as 910. As I think that this fits the story quite well, I've chosen to use that as my baseline for the Dragon Ball numbers while dispensing with the pre-Z V-Jump numbers, which were littered with errors. I assume that Raditz read Goku's and Piccolo's suppressed powers as 408 and 416, and Goku's true power only came out when firing the Kamehameha. Otherwise the scouter couldn't sense him, just like how Nappa's scouter read all of the Earthlings at weaker than Raditz. Aside from the Dragon Ball ones, the only official numbers I ignored are the ones for the Armored Squadron and the V-Jump ones for Cooler, Broly, and Gogeta- the latter can work but I don't put a lot of stock into them, while the former are just flat-out wrong, since they have every single member of the squad considerably weaker than Gohan.

* The Kaioken technique is a ki amplifying state created by North Kaio-sama. Goku is the only known user as not even Kaio-sama himself could master it. The Kaioken increases battle power by the figure Goku chooses and the standard Kaioken increases battle power 2 fold. As the series and Goku progresses, Goku learns to put out even higher grades and the lower grades become near stress-less on his body to a point where he can fight in a 10 fold Kaioken for long periods of time. Once Goku acquires the Super Saiyan transformation though, Kaioken becomes irrelavent and the Super Saiyan transformation increases battle power far more than even the maximum Kaioken he could ever manage which was 20 fold. Super Saiyan also put far less stress on his body so Kaioken was abandoned. When Goku dies a second time and travels to the Other World and trains with Kaio-sama once agaain, he learns the ultimate "Super Kaioken" which increases his battle power 100 fold which is even higher than his Super Saiyan transformation. However, Kaioken once again becomes irrelavent as Goku acquires the Super Saiyan 2 transformation.

* The Blazing Shoot is a ki amplifying state of the West Kaio, Paikūhan's trainer. Extremely similar to the North Kaio's Kaioken, it increases Paikūhan's maximum battle power a whopping _ fold. And as Pikkon's max battle power during his match with Goku had around the same battle power as Goku in Super Saiyan, means the Blazing Shoot would indeed be even more powerful in ki output than a theoretical Super Saiyan 2 state of Goku. Paikūhan is only shown to display this technique one time, during his visit to Hell against 'Super' Perfect Cell.

It also suffers very slight speed loss though would be almost unnoticeable unless it was compared to another Super Saiyan forms at equal/rivaling ki output, where it would indeed likely slightly lag behind.

* The Super Saiyan 3rd grade is also beyond Super Saiyan. It takes what the Super Saiyan 2nd Grade state does, and pushes the increases in ki and energy consompution to absurd levels which cause the muscles to totally bulge which results in a drastic loss in speed and also stamina. It is essentially a failed attempt to go far beyond Super Saiyan, the correct transformation is the Super Saiyan 2 transformation which can handle the ki increases the Super Saiyan 3rd grade transformation has without any drawbacks.

Ki amplifying techniques are energy blasts where a user amplifies his own ki into a point, then bursts it out towards his target in an offensive attack. Generally they require charge time which can be a draw back in battle...some more-so than others.

1st form Cell has the Saiyan arc Kamehameha amplifier (2.22x), as the blood sample of Goku that was to be incorporated in his DNA code was taken during the Saiyan arc. The manga may be the staple but there can be other things added to it. In the Daizenshuu 6, Toriyama states that anything he didn't specifically create is in another timeline. In otherwords everything is potentially canon thanks to the Multiverse rule.

Bardock wasn't made by Toriyama either yet he is in the Manga . Toriyama was also heavily involved with BoG, moreso than any animated material so far. Furthermore, Toriyama said that Beers made Kaio Sama's planet smaller so Toriyama himself connected BoG to his manga.

Umm no, the Daizenshuus imply if the Kaioken multiplier is superior to the attack multiplier, it won't stack. Furthermore, Freeza is buffed and is durable as hell. His strength and durability is probably what allowed him to hold his own against Goku for a bit. These levels work, nuff said.

And the "preconceptions about power gaps" problem rears its ugly head again...

These are action shonen manga battles, not precise math equations.<A> not being able to put up a fight against <B> with a power gap of <X> does not automatically mean that <Y> can't put up a fight against <Z> with the same power gap of <X>. Vegeta's battles with Kwi, Dodoria, and Zarbon have little to zero bearing on Goku's fight with Freeza.

Why is Raditz 1,200? He heavily implied that he was over 1,307 and IIRC Toriyama himself said that Raditz was decently stronger than a Saibaman.

Why can Nappa change his power level? Nobody at the time but the Earthlings was able to do that. Furthermore how the hell did he suppress himself to 1/3 of his power? Forget what was repeatedly stated in the manga, Nappa apparently has ki control that puts our heroes to shame. On top of that, he's for some reason at 7,500, even though he got speed blitzed by someone at 5,000 and couldn't even slightly trouble Goku. You'd think that if they were equals, Nappa could at least land a hit or make Goku use just a little bit of effort... but nope, Goku just casually stomps him the entire time, all the while talking down to him and treating him like a 5 year old. By the time Goku casually deflects Nappa's greatest technique effortlessly at point blank range, all Nappa can do is stare in awe.

Why are Freeza and Goku equals? Goku pretty much kicked his ass, even though Freeza had haxxed durability and good techniques. It seemed closer to Vegeta vs Recoome than anything. In fact that's the closest battle to it all overall in just about every way.

Furthermore, what's with the arbitrary "someone has to be THIS strong to do this, always" mentality? Is there never, ever any condition in a battle besides numbers? Toriyama pretty clearly goes out of his way several times to show that, while pure power is of course important, you can't reduce a battle to formulas. And your list isn't at all consistent with such formulas anyway, since you have Vegeta putting up a good fight against Recoome, almost as good as the one Freeza put up against Goku, but being thrashed by Monster Zarbon, who doesn't even have an 80% gap on him.

Yeah, Vegeta had the upper hand, forcing Goku to use x3 to quickly defeat him. So?

Gap was bigger than Goku vs Freeza, and this really didn't seem that bad. Vegeta got caught off guard and man handled, but he quickly bounced back from the hits and fired a Galick Gun, overcoming Goku. I think that Toriyama put in this fight to contrast it with Cui vs Vegeta.

Cui is:

A. Pathetic and

B. Made of kittens.

He is a coward who goes nuts when he realizes Vegeta is stronger than him, and doesn't seem to have very good physical attributes, as he dies in two hits from Vegeta, when Vegeta had previously shrugged off more hits from Goku plus a x4 Kamehameha with the exact same gap. Hell, you can even say that Vegeta beat Goku with a 75% gap. I suspect it may have something to do with Cui not being on guard, or losing his courage and right state of mind, making him weaker. Vegeta and Freeza had no such fears.

Dodoria mindlessly lashed out at Vegeta, who ran behind him while he was off guard and grabbed his arms. Then he blasted him in the back while he was trying to run away (note: unguarded shots mean pain). On top of that he could've had the potential courage and state of mind loss, like Cui. Didn't seem like an overwhelming display of power to me, since it wasn't really a fight.

Zarbon doesn't have to be less than 30,000. I actually have him at exactly 30,000, hell he can be over. There's also the fact that he kind of caught Vegeta off guard (Vegeta was smug and sure of himself after dispatching Dodoria), and Vegeta's techniques and physical durability are inferior to Freeza's.

When power levels are fairly close, of course the person with superior experience, skill, training, and especially ki sensing is going to have a huge advantage on a guy who is called "pathetic" and "rusty" several times and doesn't seem to have any special or notable training or techniques. And again, ki sensing: big advantage.

Nappa fared pretty well against Goku despite Goku being twice as strong . Nappa can't be greater than 5,000 since he freaked out at Goku having a BP of 5,000:
