Naruto Shippuuden episode #167 has better animation than any episode of a Dragon Ball series. It was purposefully crafted to be experimentational. The episode director and animation supervisor is Wakabayashi Atsushi, the guy behind Yuu Yuu Hakusho's Yuusuke versus the Doctor and the first Naruto series' episodes #30, #71 and #133. You don't hire him unless you want the craziest animation imaginable.

Not to get too off topic? But it was a failed experiment. There are so many people who still love and defend that episode. I thought it looked terrible and killed all of the suspense and drama of the fight.
But yes, the animation was definitely... better than anything in DragonBall. Unfortunately, it's also completely out of touch with the rest of the series in every way.

Having read the manga first, it was the absolute worse episode in the entire series. Hands down. (Fortunately, it got an amazing adaptation in the following game)
But I would like to toss this in a different way (and kinda tie it in with Dragon Ball to keep the off-topicness undercover

), if I may. Can we call
that animation good, knowing that the issue was it being completely out of touch with...everything in the source material? Because, then, one could also argue that Uchiyama's stuff was good, but just not for Dragon Ball's style of art. (both still sucked either way

)

I don't think it ruined the fight. While the first seven minutes or so (done by Yamashita Shingo) were over-the-top, Wakabayashi reigned the animation in as the fight shifted to Nagato's use of the Chibaku Tensei. The visuals shifted from "holy crap, this is hardcore" to "holy crap, this is grand in scale." Yamashita's part always gets flack for its admittedly out-of-touch with the overall tone of the series, but that's what makes it a great addition to the series. The episode is well-made and pushes beyond expectations and convention which I can only have praise for.
Of course, I think we've had this conversation two or three times now so I think oranges are going to keep being oranges.

The episode in which Freeza opts to fight Goku without the use of either hand showcases by far the worst in-between frames in the series. You won't find worse, I dare you to try.

Bringing the thread back from the dead
If I were to say the worst looking episode from Z, it would probably be episode 165, that was pretty much abysmal the entire way through, not even Ohara's key animation could save it.
However, the worst animated episode from the series as a whole, is without a doubt episode 24, may god have mercy the souls of all those that managed to slog through that monstrousity.
