That works too. I have Gray Buu being somewhat stronger than Pure Buu due to their fights against Mr. Buu, but that could also be explained by their different personalities. I just don't see Gray Buu weaker than Pure Buu. He specifically said to have all of Buu's evil in him.

My problem with your theory is twofold - one you specifically make a distinction that power's change without them being noted, which is fair, but you then point out that because Buu was smiling he didn't power up. How do we draw this distinction? The steam? The smile or frown? Next, right before the split, no change in power was noted, and the Narrator specifically comments on the change in nature, and the transfer in power. Why? And finally the most damning statement was Goku's actual fight against Buu - Goku fought Fat-Buu before, as had Vegeta, and both of them were aware of his change in forms from Fat to Super (Goku was shown to be watching from otherworld) he would have a good indicator of what Fat buu was capable of and was still confident that he could win. With Kid-buu that was less clear to no only Goku, but everyone else.

I won't comment on the Kia's power - too hypothetical for me to deal with.

No change in power was noted, but also, nobody's reaction was shown. Seeing as nobody commented on Gohan's power changing, except Buu, and nobody noticed Goku's power decreasing during his fight until after it had already happened, I don't think this matters. And Goku wasn't watching the Buu's from otherworld; he felt Super Buu and wondered what was going on. Goku had no idea about the whole Mr. Buu/Gray Buu thing.
Vegeta was watching from other world, but no one ever said he sensed them. He was in another dimension, after all. All he knew was that both Mr. Buu and Gray Buu would be weaker than Super Buu, and he had extreme confidence in Super Saiyan 3. But seeing as SSJ3 Goku was unable to stop Pure Buu like Vegeta thought he would, it's clear that Vegeta overestimated SSJ3 Goku. And Vegeta also thought that he could take Fat Buu, which was obviously false, so his power sensing skills are in question in this arc.

As for the Kaioshins, you can't really leave them out of this conversation. They were there the whole time, and their power had to go somewhere. It didn't just disappear when Buu split. And there's also the quote in the manga about Gray Buu getting all of Buu's evil, and, as we find out later, the evil in Fat Buu is Pure Buu. So Gray Buu has to have all the power tha Pure Buu had.

And for the record, both Goku and Vegeta are confident a powered up blast from a full power Goku is enough to take out Buu – they aren’t wrong, as Goku fights about even with Buu if not a little better, but Goku loses too much power to continue the fight. Compared to with when he completely man-handled the Fat-Buu before, Buu would have had to power up significantly to outclass Goku.

Nor was Goku. And yeah, Goku man handles him - Buu hit him once and his Mimic KAMEHAMEHA was easily deflected, and Goku admitted he didn't put effort into the fight. There was nothing close about it.

They can both represent a power change, but the key thing to remember here is that Buu gets stronger when he's angry. He was having fun fighting Goku. I don't remember if he ever loses his temper in the anime, but in the manga he's having the time of his life.
True, but blast amplification isn't usually factored in to one's true power. Otherwise, Goku at the beginning would have read at 910 by Raditz' scouter, not 416. Amplification comes later. And it could also be implied that Buu was toying with Goku; he's dancing during the fight, and later on Goku says that he underestimated him.

As for Buu powering up significantly, he's made of the same parts as Super Buu, so he should have the same amount of power within him. As he powers up when he gets angry, the Dai Kaioshin influence is overcome, and he can reach Super Buu levels of power, which I think he did in the instant before he split. This would result in both Mr. Buu and Gray Buu being weaker than Full Power Fat Buu, like what the manga says, but it also allows them to be stronger than the initial Fat Buu, who was on Gohan's level.

Even if Fat Buu didn't power up, he still has all of Pure Buu's ki in him though. And all that evil energy was directly said to go straight into Gray Buu, who we know is Pure Evil. Since he is Pure Evil, there is no negative Kaioshin influence, since this was said to be caused by Dai Kaioshin's good heart. By that Logic, Pure Buu has all the power of the Buu's inside of him, and willingly decides to let FatBuu go - why would he purposely weaken himself? Shouldn't he be as powerful as SuperBuu?

Pure Evil and Pure may or may not be equal, but placing Pure Evil stronger is probably the best bet based on their fights. You think Dai Kaioshin is equal to Good Buu and South Kaioshin is equal to Mr.Buu? Or that Mr.Buu is equal to Initial Fat Buu, making him only mid-SS2 tier? His fight would seem to contradict that, he was shown as low SS3 tier. South Kaioshin Buu should also probably be above Buuccolo and definitely should be above Super Buu.

Yeah, I see what you mean. The Buuccolo I was putting on that list was technically what he became after Gotenks defused. One of the reasons that I put Super Buu and South Kaioshin Buu on the same level is some quasi-official materials say that Super Buu is in fact South Kaioshin Buu. I know I should take statements from video games with a grain of salt, but it made some sense. I could understand that Super Buu could be weaker mostly because Dai Kaioshin could still diluting some of South's power.

To me, Innocent Buu (slightly angered) is his first power up, the one that was stronger than the SS2s but was still said to be weak enough that Goku and Vegeta could handle him with teamwork as SS2s. I assume that's what you mean here? If so I highly doubt SK and Mr.Buu are that low, since Mr.Buu was actually able to put up a fight against Pure Buu, someone over four times as strong as the strongest SS2. If anything Mr.Buu should be stronger than South Kaioshin, since I don't think Dai Kaioshin's gentle heart (which is what weakened Buff Buu) would weaken a pure good being. But yeah, they should be about as strong as each other because I don't think Dai Kaioshin is really worth much; he definitely belongs at the bottom here.

If you have Evil > Kid, Good Buu (NOT Mr.Buu) should just be the rest of the South Kaioshin and Dai Kaioshin ki, the parts that Evil didn't get to take. And even a fraction of that power should definitely be above Innocent Buu (Initial), as Initial Buu was so weak that Gohan thought he could beat him with his enraged SS2 and Vegeta considered him a letdown.

All the evil power DID go to Gray Buu. The manga specifically says so. And he's Pure Evil (also stated by the manga), so their's no good influence on him.
