Because Babidi is wildly known for gathering only strong warriors throughout the Universe.Spopovich and Yamu's ki can't be sensed so Pui Pui shouldn't be too.Pui Pui got easily destroyed by Base Vegeta,who is weaker than Namek Freeza,who Kaioshin can kill with a single blow.

I forgot about the ki can't be sensed due to magic or Majin charm or whatever.

I generally peg Kaioshin as being about as strong as Cell Games Goku, so he clears 1 and 3, but the three Cell Juniors would be too much for him.

I peg Kaioshin as being slightly below Cell Games Goku. So he effortlessly beats the shit out of SSG3 Trunks and 50% SS Goku at the same time, with one armed tied behind his back. Then he takes on the Cell Juniors and loses. If it was one, he'd win with some effort. Two would probably be the death of him. Three... he gets taken down easily.

Base Vegeta is only weaker than Freeza if you think that Super is a direct canon continuity to the manga, because many feats on the manga disprove the notion that Base Saiyans are weaker than Freeza
