I don't think this is even a possibility given his popularity and usual role in the story. I totally forgot about that for a moment. It seem all of the recent DB media like Episode of Bardock and the 2008 Jump Special feel like that they tie into the manga perfectly in my opinion expect for Plan to Eradicate the Saiyans '010 which can't obviously not fit into neither the anime or manga.

Vegeta's not completely useless in Movie 12 pre-fusion; he rescues a tired Goku from being sliced to pieces when he makes his entrance.

I think he was useful in 6 and 7 but you're right. Do I think it's supposed to be canon? I would say so (assuming no outrageous plotholes once the film is released). The press release does say: "A new story in the official history of Dragon Ball is born, neither a spin-off nor a side-story, one that can be enjoyed by both children and parents, manga fans and anime fans." If they wanted to prove that the movie would just fit within the series' continuity, like 9 or 13 for example, then they accomplished that when they announced what chapters it was going to take place between (excusing a couple of Uub pages that were at the end of 517), but they seems to be trying to really emphasize it's importance a little too much for it not to be...IMO, of course.

DB does not have a official canon, but stuff like Movie 12 would be impossible to be canon since it can't fit into anything. Other popular franchises like the Alien/Predator franchise has no official canon, but you can't say the comics are canon given how stuff in the comics can't tie in into the films. For example, The Space Jockeys have two totally different origins in both the comics and films.

DB doesn't have an officially defined canon because no one involved with the franchise has, well, defined it. But with their statement here, it seems like they are starting one that includes the manga volumes 1-42 and Battle of Gods at the very least.

I hardly think so. It appears Toei realized that it matters for the public whenever the original author is involved or not. Series such as One Piece, Naruto and Bleach all have done that, with even an extra manga chapters by the author that links to the movie.
