Gohan's resulting appearance doesn't reflect "of that time" though. The ritual looks to have matured his physical features to the age where that power would've been accessible.
The powered up version of "Ultimate" Gohan only makes him resemble SS3 -- his bang switches sides and is unusually pushed up. And considering that SS3 is the maximum of the time, it's quite fine if Gohan gets SS3 traits. The powered down version is the same normal Gohan with fully outlined eyes.

You still didn't answer me. Tell me exactly where in the manga it was stated that Pure Boo is the strongest Boo.

The anime says it numerous times. The guidebooks say nothing about it.

Yea I'm very interested in seeing Kai's Buu Saga.

The anime filler in DBZ seemed to suggest

Piccolo > Ssj Kids

And

Saiyans > Kaioshin

So I'm interested if they cut out that filler or not.

In powered up version his neck seems to be thicker and face more serious, yes. SS3 also has these traits. Gohan's appearance 10 years later has nothing to do with anything. Not to mention that his neck is only thick for one panel.

SSj3 made Goku's face gaunt and jagged:

Gohan's became thicker as a result:
It can't be a SSj3 trait. When powered down his features become less brawny and more conformed to his teenage self, minus the eyes:

The traits are displayed ten years later while he's far removed from fighting, where even his hair is of a similar style and thickness:
So that tells me that the ritual factored in his age. Even if you disagree or not it doesn't matter to me, I can judge with my own eyes.
