The powered up version of "Ultimate" Gohan only makes him resemble SS3 -- his bang switches sides and is unusually pushed up. And considering that SS3 is the maximum of the time, it's quite fine if Gohan gets SS3 traits. Yea I'm very interested in seeing Kai's Buu Saga.
The anime filler in DBZ seemed to suggest
Piccolo > Ssj Kids
And
Saiyans > Kaioshin
So I'm interested if they cut out that filler or not.

In powered up version his neck seems to be thicker and face more serious, yes. SS3 also has these traits. Gohan's appearance 10 years later has nothing to do with anything.
