It's just smart from business POV. Broly's design, SSJ4 design and stuff like that are simply very popular with the fanbase, regardless if the movies/spin-offs they originate from were not as well recieved or percieved canon. No reason why shouldn't Toei take advantage of it.

Making universe 6 Saiyans have so many different transformation and will be kind of off putting, and we don't have Saiyans anywhere else that we know of..

Say, SS4 gohan was a big thing when it happened in other media, if what you are saying is true they could give it to gohan associating it with his unlock potential's next level..
The explanation could say something along the lines of he had the ability to transform into a great ape, his potential unlock helped unlock his and his ozzaru form's power, he just couldn't access that without a tail, he will grow a tail at some point in his training and could feel the SS4 transformation in side of him..
And masters the form shooting him to golden freeza levels because his base was so strong..

Hey, I know that's a bad fanfiction but it could happen, sure beats giving god power to every Saiyan to keep then relevant and it helps make a version of SS4 canon..

If they didn't show a common Saiyan like Cabba can transform into a regular SS instead of another form, more number of same type of people dosen't equal to new transformations..
There needs to be a solid reasoning why it's different..
Only Broly could work if the legendary Saiyan lore is used and our version is dead because Saiyans are gone..

It easily can when you have Saiyans in U6 going along different history course than U7 Saiyans. With no Freeza-style massacre, they can have dozens of "lost" Saiyan tribes, splinter groups, independent fighters etc. Tons of possibilites that can easily be written into the show. Far more flexible background than U7 Saiyans which are only handful left alive, most of the their culture/history lost etc. Until U6 Saiyans were added in Super, Dragon Ball had to resort over and over again to the same "ohh actually there's another Saiyan survivor!" trope, or a deity randomly informing them about new form possible to obtain (Old Kaio with SSJ4, Beerus with SSG). U6 Saiyans provide more and varied excuses to introduce new transformations.

It's also convenient that they met Cabba, one who can go a regular SS..

I think seeing transformations for various other races will make the show better than having more Saiyan forms.

Having a SSJ4-like transformation exclusive to Universe 6 Saiyans might work pretty well. They evolved to the point of losing their tails, so it's safe to assume that's because the Oozaru form didn't help them very much, but those highly evolved Saiyans, just introduced to the Super Saiyan form, could use that to make their old race traits finally useful again by combining the two in a way our Universe 7 Saiyans couldn't.

Of course, I'd rather have something more original, but they could make it work if they so choose too. And also give a shit.
