Nah. In the movie and anime he absorbed that power making him God level in Base. In the manga he never absorbed it and still just transforms into Super Saiyan God instead.

Rigor is from Dragon Ball New Age, he is the supposed half brother of Vegeta, he is as strong as SS4 Gogeta and capable of blowing up a galaxy.

Since the manga glossed over the Resurrection F arc, there's nothing explicitly stating that Goku and Vegeta are major power houses outside of Super Saiyan God and Super Saiyan Blue. In order to prevent nearly every relevant fighter from the Champa Arc onward from being Vegetto tier monsters, I choose to interpret that Goku and Vegeta haven't gotten outrageously stronger than their Boo Arc counterparts and that they only surpass the strongest of the Boo Arc through godly transformations.

The real reason why Muten Roshi was chosen over Yamcha is because he's a far more popular and marketable character than Yamcha (or Chiaotzu for that matter). As for an in-Universe reason, I guess you could say that Yamcha's confidence in fighting has been shot to hell since the Cell Arc and that he'd be way to insecure to fight effectively. Shaky justification at best, but there really isn't good explanation.

I remember he was a bit stronger than gogeta, who himself was twice as strong as GT gogeta.
The author claimed he might be equal to or slightly stronger than movie beerus (who is 1.4x SSG Goku).

This is a close fight, and while Rigor's strength increases with time, Freeza's strength decreases. They start at similar levels, but it soon becomes one sided. Freeza probably blows up a planet and goes for lunch. It is possible that Rigor overloads and collapses before that. However, in any other case, Rigor will win.
