DB characters don't really fit, the entire game takes place in the sky. Sure a few could make it, but it seems pointless to cover only a small handful when the game has gone out of its way to include almost all the henchmen to Z villains and such.

Yes the game is updated in sets, and the villains are all typically from a set time period or two, but the heroes can jump all over the place. For example, the first card set was based on the Saiyans and Jinzoningen, but the heroes also included kid Trunks from the Buu arc. That said, basing the sets off what heroes are included is pointless... lol But here are what each set covered for the villains (second set of villains typically return for the next set):

Set 1 - Saiyans and Jinzoningen:
Saibaiman, Raditz, Nappa, King Vegeta, Vegeta, 13, 14, 15, 16, 17, 18, 19, 20, Imperfect Cell, Semiperfect Cell, Perfect Cell

Set 2 - Jinzoningen and Jinzoningen Era Movies:
13, Super 13, 14, 15, 16, 17, 18, 19, 20, Imperfect Cell, Semiperfect Cell, Perfect Cell, Perfect Cell grade 3, Super Perfect Cell, Cell Jr., Zangya, Bujin, Bido, Gokua, Super Bojack, Hatchihyack

Set 3 - Jinzoningen Era Movies and Buu:
Zangya, Bujin, Bido, Gokua, Super Bojack, Spopovich, Yamu, Pui Pui, Dabra, Demon Prince Vegeta, Fat Majin Buu

Set 4 - Buu and Freeza:
Spopovich, Yamu, Pui Pui, Dabra, Demon Prince Vegeta, Fat Majin Buu, Vegeta, King Vegeta, Gurd, Reacoom, Butta, Jheese, Ginyu, Zarbon, Dodoria, Freeza 1, Freeza 2, Freeza 3, Freeza 4, Freeza 100%

That inevitably means that set 6 will look something like this:

My guess at what set of villains are next would probably be a return to the end of the series again. Maybe the rest of the Buu stuff they didn't cover last time, or the Buu Era movies... we've been early in the series for two sets now, and the Jinzoningen are done as much as they could be unless they just feel like wasting card space. Recent promo cards include Chilled (coming soon) and Super/Evil Buu, which would fit in pretty nicely.

Maybe Set 6 will go back to Saiyans like Bardock's crew, Broly, Paragus, etc. etc.

So we're mainly missing Saiyan Era Movies, Broly Movies, Late Buu, Buu Era Movies and Future Trunks. Nearly every movie, special or character missing fall into those categories, with some exception, like Monster Zarbon, Bojack base and Yakon.

A special mission where you can do battle with Chilld on Planet Plant. Dammit, I love Heroes. Wish arcades were kicking over here like they are over there. No wonder it's so damn popular; with fan goodies like that and it's gameplay/card game aspect, it seems like a genuinely fun game. Definitely something that keeps the DB fans in Japan outside the house and non-Yen pocket filled.

I never would have pegged him for green though... I was thinking white/silver or maybe red, I did think the stuff that kind looks yellow would be yellow though. lol

TheDevilsCorpse, would you be willing to list what each set covered in terms of heroes? You've done villains and I don't trust the wikia's listings at all.

I've been through past Dimps games that also use the same models, just to check what models they still have that haven't been covered. Mostly it's Buu Arc, Buu Arc Movies, Broly Movies and Trunks Special. Also GT, original Dragon Ball and tons of what if characters.
And strangely it's missing Bojack Base, Yakon and Zarbon Monster.

I can go through them, but I can't be 100% precise. The cards, at least the fronts, lack text for the character's forms. So in some instances you have to to go by the art, which is difficult for some of the characters, like Vegeta. I'm not sure he's been given Super Saiyan 2 yet, I haven't seen 超サイヤ人2 used anywhere, and the art doesn't help. -.-

I'll type up the list and include the "maybes" down at the bottom (there shouldn't be but a couple, maybe 3).

**The Wikia states that Kuririn and Kid Gohan have their “Unlocked Potential” forms. I’ve never seen anything show that they do have them, but even if they did, it wouldn’t change the models…

*** The text used for Trunks’ buff form is the same as the text used for Vegeta and Cell’s buff forms, so even though I have no idea what it says (nothing about dai *-dankai), I can tell it doesn’t specify which grade it is. I’m assuming its grade 3 for Trunks because that is what the art looked like it depicted.

**** For Vegeta, you can count Majin if you want to treat that as a “Hero”. Also, as I said, I’ve never seen anything that says SS2 for him, though a couple of cards look like he’s in the form. Regardless, we know they have the model for the form, even if he hasn't gained it in the game.

Oh, well excuse me, sir. *Has been put to shame*

I did find it funny that the game called the Ginyu Force characters (well, some of them) Heroes, considering what they're parodies of, but when I saw Freeza ...

Also, you mentioned that the cards are hard to identify because their names don't specify their forms. The "Change" section of the card comes in handy for that. So a SSJ3 Goku card would have "Change: SSJ3" on it.

Yeah, but that's only useful every once in a while, and most of the cards with it are obvious anyway. I'm really only confused on 2 forms in the game...

For Cell, Trunks, and Vegeta's buff forms, I tried matching the kanji against some of the the kanji for the terms of the forms, but haven't had any luck. The url uses "saiyajs" for them, and I can't think of "js" standing for anything special...except maybe "jumbo size". Care to take a look?

And then just for Vegeta, I haven't seen anything about him transforming into Super Saiyan 2 in the card descriptions on the site, just SS, "Jumbo Size", Majin, and SS3. I know one of the newer cards has the variable transformation ability for him, allowing him to transform into Super Saiyan if you do the action correctly, but it doesn't say what the second transformation is if you do it super perfect...as I said, it says nothing about SS2 that I can see, so maybe its Majin? I dunno... There were like 2 card that had art looking like he was a SS2 in the Buu saga, and one that looked like SS2 in the battle jacket.

Well, he really only went Super Saiyan 2 in the late Buu arc, which is one of the missing arcs, so maybe the transformation will appear then.

You forgot some, though not that big a deal. lol Just for completeness, Bulma had a model for the training mode in Budokai 3, and Babidi also appeared during Vegeta's enslavement cutscene...
