If it wasn't impossible it would of been made a long time ago. I mean Super Dragon Ball Z did it but it was a weird game to play (in my opinion of course).
Games like Super Smash Bros. for example wouldn't be fun in a 3D field.
Like I said before I do enjoy my 3D games but I'm not going to sit here and pretend they're competitive. They're just fun, casual games that are faithful to the anime.
Gundam Extreme VS Full Boost and the upcoming Rise of Incarnates say hi, those games can be as competitve as 2d fighters, and hey they include 2v2 as well.
Also Super DBZ is amazing, go play it right this instant, it's much more competitive than the Budokai series, only problem with it is the lack of content but if you have a friend you'll have a blast.

People who usually complain about Budokai are the same one's who are either terrible at the game or simply do not enjoy the fact that they can't fly around freely.
As someone who knows most of the cancel stuff of the Budokai series (specially Burst Limit since it's what I play the most from the series), I hate its competitive metagame so much, it's either a race to hit the first jab or a slowfest to see who teleports first. IMO Budokai at Its best is when you ignore the cancels.
