It was not established at all. He ate Boo who clearly is different from everyone else. He's a being that is pretty much his double. He could only regenerate because of his unique body. Cookie Buu wouldn't be able to regenerate.
It's not an ass pull. It's just an application of abilities he explicitly already had, and his plan to do it was foreshadowed in the Gotenks fight. That's pretty much the opposite of an ass pull (do you seriously think Toriyama intended to have Gohan kill Buu right there until the past minute?). The Candy Beam wouldn't work in that situation. He needed to catch everyone off guard, and the Candy Beam is a slow, bright, easily-deflected beam. Trying to use it in the same way he used that absorption technique would just result in Gotenks dodging and then Gohan getting annoyed and beating his face in.
It proves that Kaioshin's negligence isn't evidence of a last second ass pull. He didn't tell then about Dabra's spit in the same chapter that he first uses it. Which was also the first time they encountered him. He also didn't say anything about the Candy Beam of even regeneration.
It is an ass pull and the candy beam can easily work. He can conceal his energy and catch them off guard no problem. It only takes a split second. I have no reason to believe the story could not have had him use the candy beam on someone. It's not hard to write "Candy Beam sneak attack turns Gotenks into candy because Gotenks is cocky moron like shown before." It's easily believable and it's never established Gotenks wouldn't be easily goaded or caught off guard by it. Seeing as how the candy beam was only special for Boo and this never effects anyone else, it's highly unlikely Boo wasn't always a special case rather than "I can absorb people if I want". It was a random ass pull to give Goku a reason to get back into the story, and find a way to make Gohan lose.
We're unaware of how much Kaioshin actually saw of Boo, we only know he knew about absorption as he talks about it like it isn't a surprise to him it exists. Ere go it's an ass pull.
I'll also point out this is really off topic and I'm sure we'll be warned to cut this out sooner or later. This has nothing to do with the movie. Make a thread for this I guess for the In-Universe thread.
