There's no villain in the arc. This whole situation at it's core was caused by the incompetence of the Gods from the less developed Universes. It's like if you didn't study for a class and got flunked by your teacher. Does that make the teacher a villain?
There's no denying that Goku speeded up what was bound to happen but that's the norm by now. Selfish Goku does selfish things. The reason nobody ever called Goku a villain before is because he cleans his own mess(more or less). That's what's going to happen here, Goku plans to win and use the Super Dragon Balls to make up for it.

I'm not usually one of those "The Grand Priest is evil!" people but I feel like Zeno doesn't seem like the kind of guy to give a fuck about the development of the multiverse enough to kill the worst ones off. His appearance in the U6 vs U7 tournament was due to the concern that Beerus and Champa weren't doing their job properly. But aren't they always not doing their job? It's because Piccolo is nowhere in the opening aside from group shots, while even Kuririn, Roshi and Tenshinhan got some highlights. I'm finally on board with Gohan having a big role now. I think it's safe to say he'll do well at this point. The ones I'm worried for now are 18 and Tien. I think 17 and Krillin well and I know that Goku and Vegeta will do well so I'm not worried for them. It was actually the grand priest who turned Zamasu and helped him kill all the God of Destruction in the other timelines. Well not to mention he scowled at that statement, honestly now I think Goku has something up his sleeves already (it may be just the dragon balls) but he is way too calm about all this. I doubt Toei and AT would put Goku in a situation like this to simply remove the poison that they put on some of us back in the days cause this is too much, true Goku has been like this, but he hasnt shown any emotional traits other than "come at me, I'm excited" I'm sure people would get off his back if he sounded and looked even the slightest disappointed by the stakes that got put, so maybe.. just maybe he has something up his sleeves already, like say he wants Zeno to enjoy everything to the fullest and while that would put Zeno in a good mood after the whole power tournament, he asks him "Hey Zeno, you enjoyed our match right? but if you destroy their universes and their fighters as well as GoDs then you wont be able to see us duke it out again, so whatcha say we cancel that little stakes you put and just make another tournament for the future?
