I actually watched that episode a couple of times and he never said he become a martial artist again . He shaved his head and offered to spar with Goku but thats it. They've never been that inconsistent. Especially when it comes to things less than 10 episodes ago. Goku might remind Krillin whatever happened to his promise of becoming a martial artist again but Krillin would reply that he doesnt any training partner and entering martial arts tournaments at this point would be useless to him
