Doubt it, I feel they're just using that as an excuse early on to justify Roshi joining in, at the end of the day it will still be about who is more powerful, tactics and brains can only get you so far in a ring full of powerful beings out of your league unless ofc hax is involved, at least they all know mafuuba, Roshi,Tien and Piccolo so that can help them against foe's close to their levels, but when characters like Jiren, Hit, Toppo pops up then they're fucked, at best they'll fight against characters close to their levels. I think they will do fine against 90% of opponents. Piccolo is in a different tier to Roshi and Tien. The fact that there is 80 strong people in the ring at the samr time going nuts means that power, skill and strategy allean the dame to me.
Look at it like this, if Goku has a 2 vs 1 against Toppo and Jiren then Goku is finished simple as that. If you are not smart during this tournament you will be finished.
Another example is if Goku faces Hit at the start and if he manages to win he will be extremely tired and someone like Cabba will easily be able to take him out in an instance. The opposite is true for Hit as if he is extremely tired then Krillin will be able to finish him off.
Every fighter needs to know when to engage in a fight and when to run, Goku included. If he beats Jiren then he should just stick to weaker opponents while the less tired people take on the more powerful guys.
Roshi is as important as Goku in this tournament for this reason. Also this is why people like Tien should do good as they will only engage in fights they know they can win.
Also the reason why Trunks and Goten are not included.
Finally, after taining everyone shoupd really expect Goku, Vegeta, Piccolo Buu and Gohan to be able to beat anyone and if Tien beats Hit I will be ok with it as there are so many variables involved.
If the only strong fighters are Jiren,Toppo,Hit then yeah probably. He isnt per say, but when you compare him to characters like Gohan,Boo,Vegeta,Goku and probably 17 depending on what happens with his 2 eps, he's below them, not to mention the others has little to no hype for them. Tho I dont like how they're portraying Piccolo, its like he's just there to help Gohan train again and to get injured badly to make Gohan mad. Same with how I see Roshi and Krillin just to make Goku mad (From the OP and ED, Piccolo is just there.... a shadow to Gohan.... couldnt they have had Gohan shooting a KHH and Piccolo with his Makanpo in one shot instead of him just... looking at Gohan like a shadow.... yeah the OP and ED doesnt mean much, but still.)
That has a low probability of happening, someone will back Goku up, either it be 17, Vegeta,Boo or Gohan. We're really not sure how powerful Toppo and Jiren is at their max, same can be said on how they'll do against Goku SSJBKK, Toppo keeps thinking back about Goku's SSJBKK for a reason, unlike Goku who probably already forgot him.
Saying that they know who to take on that can assure them victory is like saying their enemies will allow them to just pick one of em, I actually see it as mid way they'll have no choice but to fight against characters stronger than them, not to mention the fact that some of their enemies power cant be sensed by normal means like what happened with those dogs.
Anyways, a lot can happen since this is a rumble of 80 characters, the weaker ones can pull a fast one with the help of the stronger ones, but expecting the weak ones to actually do fair and good against characters out of their leagues is somewhat impossible for me, at best their good backups and support.
