Toei most likely didn't add SSJ Black because they thought it was pointless. And they are right, even though I don't agree with them ignoring Toriyama's notes.
Black was already confirmed to get stronger after each fight. That's all they need to know to not bother with it, since SSR was coming soon.
I doubt they didn't give him SSJ because they thought people would mistake him with the real Goku. Different clothes are more than enough to distinguish them.
Same reason that giving blue hair to FT Trunks to distinguish him from kid Trunks is a ridiculous thought. Anyone can tell the difference.
They didn't change it most likely because they wanted to please Toriyama and he drew him like that. Purple FT Trunks is still a thing everywhere else.
Ignoring Toriyama's note about SSJ Black that doesn't affect the plot at all is nothing compared to completely change a character design. They won't do that.
If that female Saiyan character looks like that, that's how she is gonna be in the anime.
We don't know if they are two different female characters and if her eyes will remember Broly LSSJ when transformed.
It's not unusual when Saiyans unlock a new SSJ form their eyes get white for a moment until they recover their iris after.
Just happened again when FT Trunks unlocked SS Ikari.
Toei showing her like that it's a easy way to make everyone talk about it. They are not as stupid as some people make them out to be.
As e Goku/Vegeta revert to their old outfits its most likely because they aren't living with Whis anymore. The manga did the same thing.
Its not really pointless trough. Having Black only use Rosé, along with some information from Saikyo Jump iirc made the fandom think that Rosé was Black's equivalent of the normal Super Saiyan form. Which annoyed me and some other people, since the guy was always talking about how he had mastered the full extent of Goku's power yet he never went SSR2 or SSR3.
Now, I'm not saying SS was crucial and a key for the plot pf the arc itself, but there was no point on ignoring it when you are going to make Black face Vegeta Blue without using Rosé anyway. Black showed to be at Vegeta's level at the start of ep56 yet he also went Rosé later. I'm not speaking about the power level problem, but about other things. Black going SS, or even SS2, would have made way more sense from a narrative standpoint that just tanking Vegeta without transforming (which definetly doesn't have the same dramatic effect) and unlocking Rosé, the equivalent to SSB, after fighting with Goku SS2 for some minutes. If it were that easy to unlock all of Goku's power, without even fighting any type of saiyan at his fullest or without getting zenkais (because in the anime Black didn't have Zenkais at all, having instead random and broken power ups that Goku never had) he could just travelled to another line and fight a Goku before going back to the future. In the manga Black at least worked alongside Zamasu to slowly unlock Goku's power and later unlocked Rosé after fighting Vegeta, while in the anime he already have Rosé before fighting Vegeta.
The manga didn't use the transformations perfectly as well, since Black being at Blue level at SS made Rosé look quite pointless as well, but it was definetly not as bad as presented in the anime. In both cases however, it was like «Oh, ok, you were winning without transforming anyway and is not like you are going to face both Blues at the same time now that Vegeta is out». But at least the manga bothered explaining why it's pink, while in the anime everyone had to make guesses about why his hair was pink instead of yellow and why he never transformed higher. Rosé is definetly the big deal and it looks way better than SS, but leaving it as just the only transformation, without any type of mention to the yellow form at all was a mistake.
Anyway, about the female saiyan design, I definetly don't see why the would want to change it. If they are indeed the same saiyan, in this case Brolyne/Brolina/Female Broli or however you call her, that will probably be some type of different outfit, either from a flashback (Yes please, give us backstories, give us lore, give us Salad damn it) or from another recluitment episode (I'm bored about them, but it doesn't matter as long as I can see Salad!). As you are saying, they kept Mirai Trunks air colour, o I oubt they would changw this, and I really want to believe the female LSS thing was Toriyama being the troll he is and not another Toei thing that tries to appeals to fans by making callbacks. I will definelty love if we are getting one more saiyan trough, even if I would prefer it it was the King.
