I imagine that the Twenty-Eighth Tenka'ichi Budoukai will be either the ending of Dragon Ball Super or the beginning of the successor of Dragon Ball Super. Gokuu training the rookie Uub for the first arc of a new series is an easy way to bring in new viewers.

EOZ takes place before GT anyway, so it makes no difference. Pan is only 3 years old unlike GT where she's 8, so just like all of Super so far, EOZ will still be prior to any of the events in GT anyway.
I have absolutely no problem if they decide to replace Goku with EoZ Goten. I really love his design and wish it was used a ton more in things like cards, toys and even being playable in video games.
If they wanted, they could easily write him to be similar to Goku. Unlike Gohan, from the start he definitely loves fighting and constantly wants to train (even at Whis's place).

What I mean is that they've been doing things with no regards to how that affects GT, like god forms. I don't think anyone working on Super cares about it connecting with GT in any way.

It seems rather obvious to me Trunks and Goten are being "saved" for the next arc where they're older teenagers, as well as the obvious focus Pan and Uub are likely to get. I also hope Gohan still remains in focus rather than falling into the sidelines again.
What I kind of wonder is what will happen to everyone else. Seems this tournament is the last hurrah for Krillin, Piccolo, Android 17 and 18, Roshi, Tenshinhan, etc...which is a shame because they barely did anything in Super to begin with. The only character I can still see getting screentime is Buu for obvious reasons, he and Uub will likely meet.

That's pretty much exactly what I think is going to happen. I've been predicting this for a while. Super will end and an actual well produced series will start instead.

Nothing about that quote says that Super he series will continue. Also the "secret" after the tournament could very well be a new project and not specifically Super related.
The problem with this, is, they could have done that over 70 episodes ago.
If Super ends, it better be replaced with a well produced series. They should learn from their past mistakes. With the fact even in this state, modern Dragon Ball can produce cool and exciting stuff, sometimes surpassing anything that came before, I can't even imagine how things could be with actual time, not rushing to get things done.
However, if they don't have any strong plan, they might as well keep going. Things are looking to get on the right track and they can keep the already tested Super brand.
