Strongest un-fused character

We really don't know how the whole 'full potential' thing works. Does that mean that after Kaioshin's ceremony, Gohan could never get stronger? For that matter, could he even get weaker, since it's basically a spell that brings out all that power? Personally I don't think he literally got weaker from not training in the Buu arc, I think he was just rusty mentally. I think it was skill, not raw power, that was lacking. Plus he wasn't all fired up with rage the way he was against Cell -- and against Cell he didn't even use his full power until the final attack.

Anyway, if Gohan has an ultimate potential that can't be surpassed, then surely Goku must, too. I'm not sure I believe this, though. Even if they take their bodies as far as possible, they can still overcome these limits with ki, and I'm not sure if there's a limit to how far you can build that.

The unleashed potential means that no matter how pissed he he gets, he won't get any more power like he did against Cell. The only way for Gohan to get stronger is to train his body normally.

At least thats how I always saw it.

Same with me. DragonBall has always been about breaking supposedly unbreakable ceilings, and surpassing what one thought was their own limits. For a character to suddenly reach a point where it's, "oh, that's it. You'll never get any stronger than this, no matter what you do," seems asinine and totally contradictory to everything DragonBall had shown us prior.

I see Gohan's powerup from Old Kaio as like a more-potent version of the one from the Great Elder; it brought out his current hidden potential and more, with the added benefit of rearranging that power into something more practical than his Super Saiyan forms.

I personally think that Gohan is the strongest un-fused character by the end of Boo Saga. Super Saiyan 3 drained the user's chi, and we saw how much of a flaw that was during the battle with Kid Boo. Anyway, in the Boo Saga, it was pretty much explained that Gohan was leagues ahead of SSJ3 Goku in terms of power. So yeah, I don't think SSJ3 Goku could get anywhere close to Gohan.

Personally, I think Goku is the only character who truly has no limit, and who could just keep getting stronger and stronger for all eternity if he continued training. The others do have a wall that that they'll eventually come to and never be able to climb over.

But I only think that because I like it that way.

I think either Mystic Gohan or SSj3 Goku is the strongest in the Manga, and SSj4 Goku at his full Power is the strongest in the anime IMO.

Goku and Vegeta are able to fuse at SSJ4, they can't be that far apart.
