They had to zoom out to get as much vertical picture as they could with the cropping, but there wasn't enough picture to zoom out of so you still lose quite a bit of the picture vertically.

Is there really any difference between zooming in and cropping it to widescreen? I'm pretty sure if for the DB Season sets, they cropped it to widescreen, people would flip out, even though you would probably lose as much footage as you would by zooming it in to the extent it's zoomed on the DB Sets.

The old 4:3 FUNi DVD volumes are more zoomed in than the Dragon Boxes. I was more so wondering whether there was info (or especially screenshots) comparing the zooming on the old DVDs with the blue bricks. Like this shot for example taken from SHINOBI-03's Arabic DragonBall DVD review:
