Dabra was a selfish bastard who didn't use all of his power against Gohan (like Cell vs Goku). Even though he was in Babidi's possesion, he still had the ability to make his own choices (like going against Fat Buu) even though he was told to damage the opponents to gather the energy. Later Dabra was very confident before his second battle with Gohan (which never happened).

Goku must have totally compared Dabra's power to full-powered Perfect Cell's, as that was the strongest Cell's power he felt. Gohan in no way could have fought that kind of power evenly as normal Super Saiyan.
When Goku said that Dabra was better than he had thought, he may have meant that Dabra wasn't even trying or taking damage and maybe his extra abilities.

And Gohan not going Super Saiyan 2 why? I think someone already explained the possibility of the right/wrong Gohan's mindset.

Well, that's one more theory.
