Yeah, I believe the argument that it was weak sauce because it was a standard attack intended to finish off a winded Vegeta falls apart when you think about the fact that it was powerful enough for Gohan to realize Cell had powered up even more than he thought, and that was when Gohan already knew this version, as Cell states, was vastly more powerful than the version he fought earlier.
