Should I get the tankoubon version or wait?

Just so you know, that isn't the manga. Those are a series of chapter books Viz released that were canceled after the 21st Budokai arc.

Anyone know where the kanzenban release can be bought?

I've tried CDjapan and Ebay, but to no avail.

It looks like CD Japan has them all under "Complete Edition," so you can try searching for that. I just found them by searching for "Dragon Ball" under books, but you have to skip through a lot of other stuff to get to them.
