I don't by any means allow filler to dictate my judgment on the manga pecking order. But the anime is in itself a legitimate continuity that is open to discussion (the opening poster in fact, specifically mentioned that he was interested in the anime Buu hierarchy). In the manga, when Goku joined the battle against Evil Boo, we saw how useless he was. He was plagging and crying on his Boo. Not to forget he actually transforms in Super Saiyan 3.
Apparently the anime replaced this scene with a filler of Goku actually having a fair fight against Evil Boo. Of course you shouldn't care about such a thing, as much as you will ignore a filler scene of Gohan beating Freeza using 100% of his power of Kuririn injuring Cell.
Fillers, as the name suggests, exists just to inflate the lenght of an anime episode, not to make sense.

Kibito Kai at one point directly states that Kidd Buu is the "most difficult, most powerful Buu." What else is that supposed to mean? He didn't say, "He has better endurance." They obviously could have been referring to stamina level and it's the only solution to this unless fans want to admit that Chibi Boo was holding back his true power untill the Genki Dama. Also I would like to know where the daizenshuu says fake gohan and fake gotenks are as strong as the real thing. Because if that's the case then they were obviously not trying against Goku and Vegeta.

The manga also says that Kid boo is the most "difficult" stated by old kaioshin. Though I don't know if I was reading the right version. I was reading a viz manga of it.

So in short there's no real definitive answer for Boo Anime-wise.
There's strong evidence that places Pure Boo above Super Vegetto, but it's alongside Anime filler that places him on par with or below Gotenks-Boo, as well as stuff from the manga that places him possibly below even Evil Boo.
Personally I choose to go with the most haxed route simply because of the statement from the narrator and because it makes the Anime and Movie 13 line up.

Well then. I guess anime wise Chibi Boo was clearly holding back his true potential untill the Super Genki Dama. It would make sense. If you go by the manga, there really isn't much to argue. Evil Boo is stronger than Pure Boo because he is an opponent for Gotenks, who already surpassed Goku. Goku avoided all opportunities he had to fight Evil Boo because he is a freaking hax fusion.

Guys it's as simple as this. In the manga Chibi Boo is weaker than Super Boo. But in the anime, Chibi boo Is the strongest of all Boo's . So in the ANIME : Vegetto >>>> Chibi boo >>> Boohan. So apparently if the anime is how you like to view the story , then Chibi Boo was holding back his true potential untill the Super Genki Dama!

That doesn't work considering Goku fought evenly with that Boo, and still made his remark that a full power attack could finish him off.
Therefore:
Pure Boo = Goku > Super Boo w/ Gohan > Super Boo > Goku = Pure Boo > Super Boo w/ Gohan...
The anime is a big contradiction with the fillers. Simply ignore the fillers and everything works out fine...it's actually SUPPOSE to follow the manga in the first place.

So goku "thought" that he had the power to defeat Chibi Boo. Apparently in the anime Chibi Boo was holding back his true potential untill the Genki Dama and goku had no clue that he was. Plus theres no need to ignore fillers as long as it doesn't create flaws. Most fillers to me can be easily explained. But maybe you are right about Chibi Boo not being the strongest in the anime and just ignore that statement. But in the end , it's all up to the fan to decide.

1. AT intends on making Gohan the hero of the Buu arc thus making him the strongest and Super Buu the strongest Buu.
2. Perhaps as a result of pressure from fans, AT takes a u-turn by making Goku the hero but he now has to make Buu come back down to his level in order for it to make sense that SSJ3 Goku can fight evenly with Buu without causing contradictions.
3. Toei are too idiotic to write a structured story line so they go 'lets make this form of Buu the strongest because he is the last villain herpaderp'.

2. Nope. Fan pressure has nothing to do with his continuation or decisions throughout the series.
3. I think Toei did a great job adapting Toriyamas manga to life on film. Most of the filler aren't even flaws. The parts that fans think may be flaws can usually be explained.
