It came from the stereotypical sambo face and child-like speaking pattern from an artist in Japan in the 1980s who did not have the American sensitivities of the 1980s, nevermind 2010s.

Yeah, but you read into that what you wanted. How does that look anything like a black man stereotype? For one, he wears a turban, he looks more middle eastern inspired, he has spock like ears, he's literally the color black, not brown, and he has big red lips.

I think people are WAY too sensitive about the issue, it's not like Popo is a negative character.

Even supposig Popo was based off that photo, does that make him a racist charicature? He has more than enough attributes that separate him from said photo. People get all bent out of shape over damn near everything, because you can twist pretty much everything. Some people took Mark Webb's decision to take Mary Jane out of the Spider-Man sequel as some anti-feminist thing. I've read messages on this board where they complain about Toriyama drawing black people with big lips. Heaven forbid! Even Eddie Murphy can admit that on average, black people have bigger lips.

Your understanding of the situation (Japanese culture of the 1980s and their homogeneous culture in general, American culture of the 1980s, "sambo" and its journey into Japanese consciousness and then into its popular art / entertainment, etc.) is limited. You are trying to look at it from a very progressive and modern viewpoint. That, honestly, isn't necessarily a bad thing at all! The "problem" is that you don't understand the historical context or significance at all, and are vastly underestimating everything that goes into it.

Trust me when I tell you that Toriyama's depiction of Mr. Popo is based on a very ignorant - with mostly harmless intent, but incredibly ignorant none-the-less - stereotype, and one based on very harsh racism. Like I said before, if the art style itself were not enough (and it is), the speaking pattern that Popo uses solidifies it beyond all reasonable doubt.

I get all that, but the "harmless intent" is what matters to me, even if it was based off a racist charicature. There's enough about the character that keeps it from being a negative. That's why I'm not at all bothered by it.

I'm happy you took the time to explain it because what bothers me is when people who do bring it up make the claim that it's obvious, and in such a way that they imply you'd have to be dumb not to get it.
