Calling 親/oya "singular" was an overstatement, but it is in contrast to something like 両親/ryoushin, which specifically means both parents.
Then I think that specific choice from Toriyama makes sense, if he had absolutely wanted to imply it was both parents, he would have used "ryoushin", so either he only meant that one parent rolled him in the dust (stereotypically, we can imagine it would be the "strong figure" father), or at least he didn't deem important to state that Freezer had two parents, leaving the truth about it ambiguous. In any case, his revelations fit the original sentence (whereas if he had used "ryoushin" back then, this would have countered what he possibly just revealed).

In the French Kanzenban, the translator did choose that Freezer said "aside from my father" (possibly because there's simply never any proof that he has a mother while there is a clear proof that he has a father + the fact that he says the possibly singular "oya" instead of the mandatory plural "ryoushin"), so it does fit his vision as well no matter how you interpret Toriyama's sentence in the interview.

Is it true that Freeza also had a "native language?" I recall in the anime him speaking briefly to Goku in his native tongue, but I have no idea if that was just made up for the anime or not.

It's a dub-only thing that Funimation threw in.
