Why has Dragonball animation production stopped completely?

But think of the trouble it would bring. A screenshot of Goku flying from the final chapter/episode, it's posted on the net "OMG DRAGONBALL OVA!" and the debate is all fired up again. XD

I don't see a reason why Toei doesn't just make a movie 14 which would just be somewhere in the DB universe. When it comes to the movies, it doesn't have to fit chronologically, it just has to be entertaining. We could always get a movie that 20th Century Fox is producing called Dragon Ball Z and Jet Li would be Vegeta. Sound familiar?
