Well Whis' clip showed SSJ Goku fighting Frieza before he powered up to 100%.

Either way, Beerus was most likely referring to Frieza at full power or at least a range very close to that.

Even Base Goku reaching 50% of Frieza's full power with just his base form alone is somewhat of an impressive feat. If we assume that his base battle power on Namek was 3 million when he initially faced off against Frieza, in order for him reach 50% Frieza tier, his base would have had to get 20x stronger between the events of Namek and BoG.

Regardless, I do believe that Base Goku was able to reach levels comparable to 50-65% of Frieza's full power by the time of BoG.
