I'd say the Buu Saga myself. I think it had the most consistent art in the anime, the characters were rarely off model, everything looked sharp and polished.

Boo Saga specifically artsyles of Episode 276 & 291 is by FAR most beautiful looking episodes DragonBall will ever look. I'm still lookin for this Ishikawa Shingo as I'm sure he was Animation Supervisor of those episodes.
Artstyles of Movies: Gotta go with Broly: The Legendary Super Saiyan onwards. Ever since M8, the qualitu of DBZ Movies had a dramatic surge in animation & artistic quality. Take M10 for example. Most refined & modern looking DBZ Film with consistently gorgeous screen-shottable scene. Fusion Reborn was absolutely great even if it had some computerized scenes. I really wish the complete DBZ series had quality/animation level of these movies.
