It's kind of ironic that Goku and Vegeta and their off-spring like Gohan/Trunks/Goten are the only reasons U6 has strong fighters.

Even Piccolo likely never reached SSJ2 level. There's nothing to suggest he would be able to beat Perfect Cell.

Is it even a surprise? The strongest mortal in u6 is ssjb tier fighter while for u7 the strongest during the time was Frieza who wasn't shit to guys like dabura, the Kai's and buu who hit would stomped with ease.

You can have them surpass ginyu, first form freeza, second form freeza, third form freeza and they would still be weaker than 1% of cabba's power level.

I think the point is the average power levels of trillions and trillions of beings in that universe is still very low and that a dozen or so fighters in the entire universe may have skewed the numbers to even be that high.

Conversely if Botamo, Magenta, and Cabba represent average fighters or even slightly above average that would make the vast part of their population is dramatically stronger than say Captain Ginyu at least who was the strongest natural born being outside of Frieza and the rest of his race.

Not true man. We have no idea how strong all the Saiyans are on Cabbas planet are. We were never told he was even the strongest Saiyan there.

For all we know the king already knew about super saiyan transformations, but decided not to because of female Broly.
