Yes it does. Just not every single character. Only ones confirmed were Bulma, Goku, Krillin, Gohan, Trunks, Goten, and I need to check the last volume again if they mentioned Pan. Bra's age probably isn't, but then except for that title page, her name isn't even given.

Also when Goku defeats King Piccolo, his face doesn't look all that much older, but it's noticable that he has grown in the last 3 years. Some guys I know don't look that different when they were 15, compared to when they were 12.
