I've always considered meaningless death to be a tragedy because since there's no motive behind it, the victims die for no reason, making it more of a waste of life. So those that cause it can be ranked as very evil in my book. In that case Kid Buu can be ranked up there since lets face it, he's the epitome of meaningless death.

But in terms of conscious evil, I'd have to say Freeza too (though I still stick with my theory that his parents made him that way).

Since the original Majin Boo was created to be the ultimate and purest personification of evil incarnate, I vote for him.

I'd argue that Chibi Buu is actually the least evil villian. Yes, he is the most dangerous and destructive and deadly villian, but not the most evil. Basically, he's kind of like a bomb. If a bomb explodes, and kills thousands of people, is it evil? No, it's completely neutral. Bombs were made to explode. The bombmaker is the evil one, not the bomb. Since Buu was made to kill and destroy--and, unlike Cell, does not have any intelligence (until he absorbs others), Chibi Buu can be considered neither good nor evil, but neutral. Dangerous, but still neutral.

Nice way of putting it Sedorna, Freeza is evil no doubt about it, but I'm sticking with the androids from Future Trunks timeline.

Freeza saw the threats with the Saiyans, he's smart who wouldn't!

But the androids were ruthless and did things themselfs care free.

They didn't care, they saw death and fear as a game.

Ya know, I do agree that the future Androids were really quite evil. However, along with the "killing is a game" vibe, I also got one of bitterness. Maybe I'm looking too far into things, but I somehow think that their line of reasoning is somehow along the lines of, "Our happy lives have been completely ruined! And these people think they can run around happy and everything? How dare they! If we can't be happy, they can't be happy!"

Admittedly, my proof for this theory is nonexistant. It just sounds cool. And I wouldn't be surprised if neither 17 nor 18 realized it. Heck, they might even believe they kill just because it's just a game.

Though, honestly, I think the evilness might be a tie between Freeza and the Future Androids. All three were masters of torture, yet in different ways. Freeza leaned more towards the physical aspects of torture while the Androids were far more psychological. Once Freeza marked you for death, it didn't take long, relatively speaking, for you to die. However, he could make it seem like an eternity. And he would also likely quickly dispose of anybody related, or the same species, or from the same planet as you if you angered him. The Androids tormented the entire population of earth for a very long time. Even if you weren't physically being attacked, one might argue that you were still being tortured.

Oh, and this is as good a place as any to add this. Freeza is a spoiled brat and a bully.

But really they were just normal teenagers once and Gero turned them into jenzuringen so... isn't it in their programming?

Yay, an excuse for me to post after several months of silence. :D

Anyway, 17 and 18 could care less about their orders. They were supposed to kill Goku, and in the main timeline they never got around to it (and then, it was just because they were bored) while in Trunks' timeline nature did it for them. So basically, 17 and 18 have no real goal and are just killing people for the hell of it.

They've pretty much said they hated humans when they were asked in the TV special, I believe. Hence why they went on their human killing spree.

Considering Toriyama never exactly went deep into their pasts or actual lives, I'd say it would have something to do with being turned into Cyborgs that probably screwed with their heads.
