Freeza by far, and its not even close.
Ambitions: He is by far the most ambitious person there.
Backstory: Nobody has better backstory than him, NOBODY. A former emperor of the universe, former strongest in the universe, finally defeated by super saiyan of the legend and then came back by being revived and trained to reach a level of SSB.
Willpower: Stayed years and years in hell, and didn't lose his will. Stayed in hell again for a few years and only gotten tougher will, while other villains "reformed".
Design: Amazing design, easily in top 10
Alignment: He is on team Freeza, not on team U7, not on team U6, not on team U9
Potential: He might still have the most untapped potential of them all, besides maybe maybe hit and Jiren.
Intelligence: Smarter than the guy who outsmarted Vegeta, Piccolo, Roshi.

Freeza.
With that exposition dump about him using the Dragon Balls to eliminate the gods and the fact that Jiren vs Goku is happening next episode while apparently everyone else is still fighting, makes me think that Freeza truly could be the one to last to the very end. It might be far fetched to imagine but I think there could be a possibility, no matter how slim it is, that this arc will end with Freeza winning the tournament and destroying all of the gods as well as possibly asking to become the supreme ruler of every single universe below the Omni-Kings. This would make every universe merge into one like many are expecting to happen (since there are no individual gods for each universe anymore), and the next arc could be about U7 and possibly U6 and U11 if they're somehow not erased attempting to get the gods back and get rid of Freeza.
I mean, it's a huge stretch but that's immediately what I thought of when they started saying that Freeza plans to use the Dragon Balls to kill the gods, or at least kill Beerus.

Roshi, for one simple reason: He had the only fights in the arc so far that I actually find good. Everything else either has me pissed off or simply indifferent.
A lot of people say Frieza, but since I hate him being here in general, every time I see him I just think about how all of his screen time could have gone to someone more deserving. Also he honestly hasn't had that any truly interesting fights anyway.

If I would have to make a Top 10:
10) Paparoni: According to character's description, he's in charge of all the machines, and not Nigrisshi like they made it appear in the introduction of U3. I would like to think he's some kind of homage to Dr. Gero and he will do something cool like using all the machines at the same time or something like that. There's a reason why they kept 6 warriors from U3 in so far.
9) Katopesra: From a design standpoint, I'm really interested. We saw him with and without the helmet in promos from magazines. I think they're saving him for something interesting.
8 ) Opni: He has a really cool technique and they gave him some kind of background that made us care about him when he died. His fight with Gohan was a really cool moment from the ToP (thanks Tate, btw)
7) Gamisaras and Damom: I'm not 100% sold on the fact Toei kept them hidden so far, not to mention all the theories surrounding the possibility of them being stronger than Quitela, therefore Beerus, therefore the entire U7. I don't know, but it makes me think a lot about them as characters with some potential. I wasn't sure until they made emphasis on their absense and Beerus' reaction to that.
6) Trio The Dangers: I don't know how this happened, but I ended up liking those three. I enjoyed the exhibitions and the scene when they attack Vegeta and Goku at the same time was actually cool. I think they're so Dragon Ball in terms of design, maybe is that, Idk.
5) Keru and Caulifla: I'm really enjoying these characters. For Keru, episode 100 was one of my favourites from this arc, and I'm happy they made such a strong female saiyan with some dimension, and for Caulifla, I like her. She's cool and the scene she told Keru "follow me to the end of the world" was one of the best moments from the ToP so far, imo.
4) Brianne de Chateau/Ribrianne: I loved her from the first moment. I like what she represents (being commonly pretty on the outside but chubby, strong, cute and loving on the inside) and her scenes with the other two Kamikaze Fireballs were funny.
3) Muten Roshi: I wasn't sold on the fact he was invited to participate, but the whole training with Puar was funny and his fights were absolutely amazing from a nostalgic standpoint (with all those techniques from Dragon Ball, even some folks here didn't remember he used to hypnotize his rivals, lol) and in an emotional way. When he almost passed away was super sad and the whole "Move well, learn well, eat well and rest well" callback speech was really touching and one of the best moments of Dragon Ball Super. His scene with Vegeta was AWESOME and the way he retired from the tournament too.
2) Hit: Because this ancient assassin is the best new character in modern Dragon Ball, and it's not even close.

He's kind of unstoppable. Add the fact he was always this cool. There you go. Thanks Toriyama for bring this amazing character back.

U12 GoD, Geene. I still think he'll have some action in the future. The fact he was the only one who didn't fight in the pre-ToP made me like him, lol.
