“A guy on a forum in 2006 had insider detail that it was just a mistake that they accidentally aired the episode completely
uncut in a special edition run of DBZ literally titled “Dragon Ball Z
Uncut”
I can actually buy that, as something like that DID in fact happen with Invader ZIM, the episode Door to Door had a scene edited because of 9/11 as it was too reminiscent of Ground Zero, but for the first airing on September 14th 2001, the master tape was mistakenly used instead of the edited version, so as a result we got to see the original version of the scene:

Not really the same thing in the slightest.
“We’re airing this show completely uncut and even putting it in the title of the show! Whoops we didn’t actually mean to air it all uncut even though we said we were lolololol” is not the same as “We never said wee were going to show a potentially offensive scene and accidentally did the first time whoops”

I mean he mentions later on that the Spanish UUE airing also cut parts from that same episode when they don't typically censor stuff either.
Hell, he actually says that he didn't even know WHAT scenes were supposed to be censored, just that there were edits. I can easily see a source being vague about shit like that.
Yamcha: Do you remember the spell to release him - do you know all the words?
Bulma: Of course! I'm not gonna pull a Frieza and screw it up!
Master Roshi: Bulma, I think Frieza failed because he wore too many clothes!
