I said 2008, but it seems it was in 2003 according to this interview (I think I saw this in Tarble OVA's page, which would explain why I said 2008).

Ah ok I've never seen that one before or maybe forgot about it. I was only talking about what he said for BoG and in the 30th anniversary. His intentions seemed clear in those comments. The argument has always been "he'll eventually change his mind" but seems less likely with each passing year and the older Toriyama gets.
