Yamcha is no wimp. He's a good fighter with bad luck, and he's pretty fly for a vanilla face. Yamcha being 10,000 tops and Ten being 30,000 tops are just insane. Tougher villians means bigger boosts for the fighters so they could survive. Dragon Ball doesn't have to make sense. Goku trained for three years with Mr. Popo and Kami and got good results, but when the others did it later on...the increase was incredible. Make sense? Not really. The same would happen to the others up with North Kaio-sama.

The difference of course, is that the strength increase was neccessary for the story to be told. Goku training for 3 years and getting into the 1000 range wouldn't have made for an interesting budokai.

Yamcha/Tien training with Kaio was pretty not neccessary for any actual fighting, so we're completely in the dark as to how strong they are. All we really know is that Yamcha is below Krillin's power level, which was at least 23,000 at the Freeza Arc (as he was able to fend off Ginyu in Goku's body). The X-factor is really how much they improved between the Freeza and Cell arcs.
