Yup. The role of the Kame-sen'nin has a strange history.

1988.12.07: Dragon Ball Episode #137 airs. While Miyauchi Kouhei is credited as voicing the Kame-sen'nin, the voice performance is clearly given by Yanami Jouji, the series' narrator.
1995.03.01: Dragon Ball Z Episode #258 airs. Miyauchi Kouhei provides the voice of the Kame-sen'nin.
1995.05.31: Dragon Ball Z Episode #266 airs.
1995.06.02: Miyauchi Kouhei passes away.
1995.07.15: Dragon Ball Movie #16: Dragon Fist Explosion!! If Goku Won’t Do it, Who Will? is released. Satou Masaharu provices the voice of the Kame-sen'nin.
1996.01.10: Dragon Ball Z Episode #288 airs. Masuoka Hiroshi takes over the role of the Kame-sen'nin. He also provides the voice for Dragon Ball GT.
1996.03.04: Dragon Ball Movie #17: The Path to Ultimate Strength is released. Aikawa Kinya provides the voice of the Kame-sen'nin.
Early 2000s: For a special event animation thing that has never been released on home video, the Kame-sen'nin is voiced yet again by Yanami Jouji.
2004.11.18: Dragon Ball: Advanced Adventure is released. Ishimori Takkou provides the voice of the Kame-sen'nin.
2008.09.21: Dragon Ball: Heya! Son Goku and Friends Return!! is released. Masuoka Hiroshi returns to provide the voice of the Kame-sen'nin.
2009-present: Satou Masaharu—who voiced the Kame-sen'nin in Dragon Ball Movie #16—provides the voice of the Kame-sen'nin beginning with Dragon Ball Kai.

I agree. His Baby Vegeta was really wonderful and easily one of the few good castings in the FUNimation dub of GT.
A little too late but yeah, I've been officially active in Kanzenshuu for ten years :)
