"Walkthrough" is one of the objectives of the animation. But it remains animation.The video isn't a movie. It's a walkthrough.
As Olivier said, an OVA is no more than "animation made originally for the video market", and what we have with "Plan" is no more than that. We have "full animation" with dialogues and all (more than 30 minutes I think ?), which was only released on VHS (that's for the video market).
So why are people still argueing ?
That the animation has a total of about 30 seconds of actual NES footage doesn't change anything to the animation itself. There are numerous anime series or movies which have used a few seconds of live footage (End of Evangelion, anyone ?). Yet, does anyone talks about these productions as "live movies" or "documentaries"? No, it remains animation, OVA or movie, or TV series...
There has been various anime adaptation of video games, for example Fatal Fury. Is this concidered as a "walkthrough saying in which order you'll fight your opponents and what are the techniques used to defeat them" and not an OVA ? No.
Walkthrough is one the aim of "Plan". But OVA is the type/format/whatever, and it is true. And Toei even says so.

I think the part that catches everyone is the intent of the animation. But does the intent of something change what it is? Was it marketed as an OVA or as a walkthrough companion to the game? And does that really matter?

But you don't "market" something as an OVA. You produce, you make an OVA, or a movie, or a Tv Series. Whether is is entended to serve as a sort of walkthrough doesn't matter in the production process. OVA is a format associated to a certain budget, and a certain way to release it. I think, or better yet hopes, that every knows that this is an original (or new) animation. And the definition of which would also include any commercials or any new animated sequences that features the characters and/or thier likenesses (this could potentially include CGI animated sequences in the video games). But it's the classification of these animations that need to be distingished. What would stop me from making my own new Dragonball animation and releasing it? We do have both topic going and both have the question of if it can be classified as an OVA in them and it's kinda hard sometimes to keep that discussion to the other one.
