Yes you are right and for example Frost is bad too but he still joined in universe 6 and 7's tournament. So golden frieza is enough to defeat enemy until cabba if he was on tournament 6 and 7. It was the manga that was shown, not just some rough black and white sketches. A promotional product was being used for promotion.
