The comic is on hiatus because...it is on hiatus. The various parties are likely just negotiating what they want to do next with one another.
It's not a big deal. The comic will return to serialization when they're ready to begin producing and marketing Dragon Ball again

For a very long time, fans were saying that the TV anime was on hiatus too.
It's true that the situation isn't the same now, because this time it's an official source saying the manga is on hiatus.
What I’d really love the most is a brand new Dragon Ball manga series by a completely new artist.
You know, a professional artist — not "just" a fan.
I’ve got nothing personal against Toyotarou, and I more or less enjoyed his manga.
But let’s be honest: Dragon Ball deserves a professional-level artist and not just a promotional manga where entire sagas are missing.

I have to agree with this. What high caliber author will agree to work on such a corporate controlled franchise ? All they'd be allowed to do is more of what we already have, as in bringing back classic villains and introducing the new hair color of the week. Breaking News: "After clarification with Japan Expo, it turns out that Toyotaro is NOT working on any new manga, the site phrased the panel description badly. Toyotaro is set to talk about DRAGON BALL SUPER Manga with Torishima on July 6th!"

I'm definitely keeping my expectations low, as Jump Festa tends to be when major announcements regarding any of Jump's franchises are made. At most we could get a generic "we'll have more to share in the future" statement.

Okay, so back to my previous prediction then: The manga will resume. It would be weird for them to hype up a talk with the artist for a series that's been on hiatus for over a year (with one single chapter released in that time almost just as an obligation to round out the chapter count so volume 24 could be released) only for said talk to either be "We don't know when it's coming back, stay tuned" or "It's over, go home".

That would indeed make sense. Mind you, even if the series does indeed continue I don't expect it to last that much longer. I reckon there'll probably just be one more arc and then maybe an epilogue that may or may not try to link this back to the end of the original manga (Though I feel like the stories have diverged so drastically that it might be a fool's errand to even try) and then after that...
