I'm going to say that the South Kaioshin would win this one. If I look at it objectively, Boo absorbs people that are stronger than him (unless it's a Piccolo case, where he absorbed him for his intelligence, but that's irrelevant here, since South Kaioshin's only stated to be the strongest Kaioshin). So South Kaioshin must be stronger than Kid Boo, who the fusion of the East Kaioshin and Kibito didn't fight because the two Saiyans decided that they could handle it themselves. I think it would be weird if
(fuck it) "Kibitokai" was stronger than SSj3 Goku, who was actually going to fight Boo, but then decided not to fight and leave it to Goku and Vegeta. Then again, it is the Boo arc. But I think "Kibitokai" is below SSj2 Vegeta, because it's clear that his fusion was just a demonstration of the Potara and didn't even matter, which is why, at his first and only enthusiastic moment to fight, he was immediately shot down by the old East Kaioshin.
So, for now, I'm going to say that the South Kaioshin would defeat "Kibitokai" without much trouble, having far superior power and magic than the younger deity.
So according to you, Dai Kaioshin was stronger than Bulky Boo?
I would assume so. Unless I'm overestimating Kid Boo's intelligence, Boo only absorbed the fighters he saw as a threat to himself. As we saw in the series, Super Boo absorbed Gotenks and Gohan because they were stronger than him, and Piccolo as a bonus for his intelligence. Nothing's suggested that Boo absorbed the Dai Kaioshin for his brains, just that Dai Kaioshin's kindness and gentleness somehow tamed Boo's power and madness.
In the manga, we didn't see Kid Boo trying to randomly absorb Goku (who Boo wasn't really having trouble with), Vegeta, Mr. Satan or anyone else who was weaker than him. However, we saw Super Boo, who was albeit more reasonable and intelligent than Kid Boo, absorb Gotenks and Gohan, who were stronger than him. So the logical assumption would be that the Dai Kaioshin was stronger than Kid Boo, and Kid Boo had to absorb him to regain his superiority.
...Wait a second. I've just realized something. That would contradict the statement about South Kaioshin being the strongest of the Kaioshins, and there's no reason to assume that the East Kaioshin was only talking about four while excluding the Dai Kaioshin, since it's not as if the higher position of a god has to go to the strongest, with the whole selection of the Shin-jin fruit and all (I think Herms explained this better than me in another post). Maybe it was Dai Kaioshin's magic that Boo saw as a threat to him, which is why he decided to absorb him. Yeah, I'm going to go with that.
