He just randomly notices the Earthlings dying, Kaio usually needs to search for that type of stuff. He can't see from his realm, he can just sense, when Boo kills the earthlings Kaioshin says "I don't know how he did it".
Maybe Beers told Kaioshin, and/or Kaio about Freeza.

I assume that the Kaioshins step in once things get bad enough; that's what I think happen with Buu. He was blowing up planets and stuff, and was completely irrational and never going to stop, so they went to stop him. And the rest is history
With Freeza, he was a bad guy (lol understatement), but he was a natural, flawed being. I think that the Kaioshin's step in only when there is no other alternative. Buu was a pure evil demon created solely for destruction, while Freeza, in the end, was just a really bad guy.
Also, as we see in the manga, and to an even greater extent in the anime, Buu was capable of ripping holes through space and time. This puts him worlds above Freeza, who was stuck to one plane. Buu could threaten the fabric of reality, Freeza was stuck with the relatively mundane act of blowing up planets.

Freeza was a conqueror more then a destroyer. The kaioshin would have put him down if he was a threat to the universe. Freeza is into genocide, but he would rather rule with an iron fist than destroy. But he still takes pleasure in destroying. Boo wants to see everything destroyed. That's all he will do.

Yea Freeza is basically a businessman. He takes over planets to resell them. That's his business. He's not into the just blow everything up at random mentality Buu is in. He's no different than any empire in our history , just on a grander scale. Plus I get the feeling Freeza has been around for ages. So it makes sense for Kaioshin to know him.
I don't think Kid Buu can distort reality , Super Buu can obviously. I still feel Kid Buu is and Bibidi went to the Kaioshin's planet and took the fight to them. I don't see a problem with going with uncontradicted filler for the most part.
I doubt Freeza has blown up many planets. That would be counter intuitive. Freeza has 79 planets under his control , the only one we know he has blown up is Planet Vegeta. It may be the only one yes blown up.

I'd estimate around 100 at most and that's pushing it. He likely made most of the planets he conquered his own.

So no, I don't consider Goku anywhere close to Gohan or Gotenks.
I think SS3 Goku is stronger than SS Gotenks (post), SS Gotenks (pre) is weaker than Majin Vegeta (that was actually stated in a guidebook), and Buff Buu is weaker than Gotenks. Other than that I just have the standard Gohan > Gotenks > Super Buu >>> Kid Buu > Goku chain.

Interesting. Goku said Pre Rosat Gotenks was superior to himself so I just go with that. I don't get the impression Gotenks is that much stronger than Super Buu , so for them to notice he is powering up I think Buff's power needs to be above at least Gotenks to warrant a comment.
I don't doubt it, but where does Goku say Gotenks will be stronger than himself? I only recall him telling Boo to wait for them to appear. I know Boo asks if they're strong, but Goku doesn't say anything there. Goku seemed to just focus on the fusion being powerful enough to handle Boo rather than compare it to himself from what I've read.

Yeah, I'd like to know where. I don't see him mentioning Pre-rosat Gotenks being stronger than himself anywhere.

Goku is confident enough in their potential to let them fight Majin Boo.
