Akira Trolliyama probably knew about how Broly was so hated, and when the executive producers brought it up. He just couldn't resist, the urge of female Broly. I swear even Toei didn't know that he would make Broly into a female. And her legendary super saiyan form looks just like Broly except for boobs. If Toei made her design she would just have gotten green hair.
