Just to play devil's advocate, is it possible that Sean was the only one physically there recording with Justin because Chris recorded his Vegetto lines at a different time? Just a thought. But probably not since there would be no need to imitate Chris's voice if that were the case.

FUNimation are launching a cable TV channel. It could be a reason why we're still waiting for the Buu Arc of Kai, perhaps wanting to premiere it on their new channel, as they would have known a while back that their contract with Olympusat was due up at the end of the year.
If they air "The Final Chapters" on it, with it being a cable channel, Toei would get their TV deal, and maybe even begin to air Super early 2017 on it.
Just a theory, nothing more.

Justin Cook's information has me intrigued. I expected him to reprise Super Buu, as well as the international version to be used, but I wasn't expecting that take on Vegito. Interesting for sure.
And I really hope this Funimation Channel is where we'll finally see The Final Chapters. That would be great.

It's a video of the 2015 Comic Con Dragon Ball discussion panel and Justin Cook mentions recording for "The Final Chapters" as Super Boo. He also reveals that apparently the Vegetto voice will be Sean Schemmel doing a Chris Sabat impersonation.

It is interesting, if it turns out to be true. My first thought is that it's a budget thing...but it's not like Vegetto has a ton of lines, and it's still DBZ so there shouldn't be any real concerns about not making their money back. Scheduling complications also seem a bit unlikely, considering the timetable they're working with here.
We haven't heard anything about Gotenks being different, so maybe the logic is Fusion Dance = double voice, Potara = single voice? It would at least make Vegetto a bit more consistent with Kibitoshin in that regard.

Perhaps they're gonna a two different takes on Vegetto's voice, in one scene it's Sean impersonating Chris and in another the other way around.

Okay, I'm getting really bloody fucking fed up with this constant teasing. Is it too much to ask for FUNimation just to come out and announce at least a month or period in 2016 when Buu Kai is gonna get released? I just feel like they've been jerking us around for way too long.

This response assumes FUNimation is in total control, which by all reports/information is the exact opposite of reality. I feel like we've been through this time and time again. FUNi's April release schedule dropped and no Kai. I'm 100% convinced now it has something to do with a TV deal and will air on Toonami.

I Have a question though the subtitle that played before the recap of kai was that just exclusive to japan during its first run? Or did other countries get it like Kai 2.0 has so far with Korea, France, etc.

I previously believed (and kind of still do believe) 2016 would be the year Funimation FINALLY releases the Kai Buu Saga, but I believe their Spring 2016 release has been announced, and no Kai (I checked articles from 2010 that announced Funimation's aquisition of Kai in February 2010 so if anyone can answer, is it possible this can be the case with the Buu Saga in 2016???) My reason is Funimation's been releasing new DB content every year for the past few years now (I don't think there's ever been a year where nothing DB-related was not released by Funimation since they got the rights).

However, for all we know, this could be the first year Funimation does nothing with the franchise. Or we get ANOTHER DBZ Blu-ray release (or hopefully DB and DBGT: Dragon Boxes)....... But still, DB Super is kind of too early in episodes for Funimation to dub/release it, unless they do a simultaneous type of thing with it (and some fans would probably prefer they skip to the U6 Arc with Super and dub the first two arcs later, like GT haha). And considering DBZ is a big Funimation property, it would make sense for them to release what they have already finished. Since The Final Chapters version of Kai is 69 episodes long (and Japan's is 61 episodes), I believe there will be five-part Dragon Ball Z Kai: Buu Saga Blu-ray/DVD releases and eventually collected into 2 or 3 season releases. As for where it might air, I can't see it airing on Toonami until LITERALLY the first week of January 2017. However, Funimation is relaunching the Funimation Channel in 2016 so the Buu Saga could air there. Another Blu-Ray is a possibility. I'm sure Funimation has made their money back on the previous release because the Season sets sold well. Maybe this time we will get "original dub" as an option (i.e. the Toonami dub) and finally a run of the series with 6 "seasons" instead of the misleading 9. I'd love to see DB or DBGT Dragon Boxes if Funimation has TOEI's masters.

If they re-release DBZ AGAIN, I feel like Funimation would have no reason (other than sale concerns like with the Level sets) to not release the original 4:3 on Blu-ray with English dub music/Japanese soundtrack/original Japanese next episode previews, etc. This would be the ONLY justification for another release. But fans would probably be pissed at Funimation for YET another Blu-ray release when they just finished releasing their previous Blu-ray releases, so maybe a Dragon Ball Z: Dragon Box re-release for 2016, limited time only since it's the 20th anniversary. For whatever reason, I never picked them up. Also, I would only want DB and DBGT: Dragon Boxes with the original Toei masters. But back to the Kai thing, I don't believe we won't get it at some point this year. WE JUST HAVE TO!
But I guess we'll just have to wait and see what comes up in the next month or so. There's just so much I'm anticipating from Kai Buu Saga (to complete my Kai collection, hear the new and improved Buu Saga era English dub voices, Sean Schemmel's teased heartfelt Goku and Gohan farewell scene, Vegeto possibly being voiced only by Sean Schemmel imitating Chris Sabat's Vegeta, Justin Cook's new Super Buu voice, The Final Chapters international version we're getting confirmed by Justin Cook, etc.)!!! Also, I checked and it (The Final Chapters) left in the villains in Hell watching Goku and Kid Buu's battle with Frieza watching (kind of contradicts Resurrection 'F', but at least more Chris Ayres), as well as King Yemma and the others watching which adds to the weight of the battle. TFC version even kept in the filler episode where Goku is late to the party that everyone has at the end of the Buu Saga, which adds a better sense of closure to the series than Japan's Kai version.
