Wait, wouldn't Legdic have to be something like 20-25 million for the dialogue to work? Trunks said he'd need Super Saiyan to beat him. I know Ledgic is a mutant who trained super hard and all that, but if you're that generous to him, can't you be a little more generous to Zatar, even if he's not a mutant?

Most of these characters along the grand tour are going to have some unique way of being able to compete with the heroes. Redgic was meant to be an unnaturally powerful-from-birth mutant in the vein of Broly or the Ginyus, who was left alone to increase in strength for something like 50 years, and even then he was still just a fraction of Goku's power. In a way, I was kind of getting the "he's just naturally mega-strong" option done with and out of the way early.
But Zatar isn't that; he's more like if someone like Nappa was left alone to train for 50 years (but without the Saiyan-only shortcuts which Nappa might exploit). The stored-up power release amulet thing was Zatar's aforementioned trademark way to level the playing field with the Saiyans. Without it, he really only has to be the strongest Koumian (and in hindsight, probably stronger than Bulk as well).
Again, I'm not really trying to sway or influence anyone's efforts here, and I do appreciate all the numbers you guys have come up with and will inevitably pick something regardless. Just trying to offer some insight to my thoughts in writing the stuff in the first place.

Yeah, I guess that makes sense. I guess the advantage mutants have over flatscans would just grow larger over time.
But then, I don't think the humans are mutants and you have Boo arc Tenshinhan at 100k in your most recent list. So I guess I'm just confused at your logic.

Well, like I said, that's why I'm not counting anything out. I'm kind of, if I may, like Toriyama when he talked about the 50x boost for Super Saiyan. "I didn't originally picture it being so drastic, but I guess that's how it ended up."

Great conclusion to a well written story arc.
While I figured Pan wouldn't stick around with Regano but I still enjoyed how the decision as well as the big conflict was resolved. I especially enjoyed that Goku was really on the nose this time about the villain's scheming. I know he is not the sharpest knife in drawer but I am glad Son Goku figures something out before everyone else that isn't strictly fighting related.

Alrighty, here we go! Time for the deluge of bonus goodies to cap off the Koum arc with. Actually, this isn't the last of it. One of the reasons this was taking so long, aside from giving myself WAY too much stuff to draw and color, was that the more I dug through my old sketches for reference material, the more stuff I kept stumbling upon that I now want to post. So it'll take a little while, but I'm going to get a whole bunch of stuff both old and new scanned and shared. But I didn't want to keep you guys waiting any longer, so the real meat and potatoes of this update is getting posted RIGHT NOW.
First up, let's get that power levels contest out of the way. Here it is, the as-complete-as-it-needs-to-be list of power levels for the Koum arc!
...As you can tell from the clever color-coding, we've again got multiple winners this time around. Cabrpi, SSJ YUSUKE, and Saiga, you can each pick a GTR character for me to draw, spoilery or not. Whatever you choose, I'll whip them up as soon as I've finished putting together all the sketches and junk I mentioned at the top of my post.

ZATAR

BIOGRAPHY:
Planet Koum was a friendly and relaxed place, and had been for centuries. That's why it wasn't too uncommon for even royalty to form close bonds with the common people. Such was the case with the young Prince Mace, a dashing and adventurous child, and Zatar, the meek and studious boy he befriended. The two were inseparable, and formed a mutually dependent bond. Mace helped bring Zatar out of his shell and made him strong, and Zatar in turn helped Mace keep a level head and look before he leapt. This relationship continued well into adulthood, and when Mace eventually succeeded his father as king, nobody was surprised when he appointed Zatar as both his guard captain and chief adviser.
Even when Koum's culture took a drastic turn, the two remained of one mind. Zatar served Freeza every bit as dutifully as Mace. At first they did so only in the interest of preserving their people, but after prolonged interaction and exposure to the warlord, they both came to share an intense loyalty and respect for him. But a few decades later, when Freeza was killed, Mace chose to follow him. Zatar could not bring himself to do the same, and instead vowed to not let their ambition die, hoping to establish a Koumian Empire within the void left by Freeza. But despite his best efforts to influence them to the contrary, the new King Cinna and Queen Tarra were insistent upon restoring Koum to its peaceful state from before Freeza appeared.
Not willing to compromise, Zatar secretly orchestrated their deaths, sabotaging Tarra's space ship and setting a large gang of planet trade invaders directly against King Cinna. With them gone, Zatar turned his attention to Regano, the young prince they left behind. But as time passed it became clear that his parents' peace-loving influence was too deeply ingrained within him. Zatar realized that a more direct and personal approach would be necessary to steer Koum back onto the path of glory, and he patiently awaited the opportunity...

Next up, we've got another Planet Profile, for Planet Koum!
Planet Koum is a warm, sunny, and beautiful planet. Its star system has two suns and it spins a bit slowly on its axis, giving it longer days than Earth with somewhat shorter nights by comparison as well. Most of its surface is covered in deep blue, life-filled oceans. It is peppered with networks of islands of various sizes, with nothing save for the polar areas being large enough to believably label as a "continent." The islands vary in climate and terrain, though most of them are tropical, with rocky cliffs surrounded by grassy jungles and sandy beaches. Rain storms are common but never too severe. If the natural beauty of the surface wasn't enough to relax and awe you, Koum's skies boast not only a single small moon much like Earth's, but also a majestic set of golden rings arcing across from horizon to horizon.
Native Koumians are well suited to the planet's mostly warm and relaxing ecosystem (but who wouldn't be?). They are a humanoid race, all with naturally tan skin dotted with a pattern of dark speckles running up the sides of their extremities, torsos, and faces. The population bears almost entirely very light-colored hair, either silver or bright blonde, to help repel the rays of the sun and keep them cool during Koum's long days. Their ears are oval-shaped and elongated compared to those of humans or Saiyans.
Koumians are naturally strong, with even most civilians possessing battle power that could rival the average Saiyan, but in modern times they enjoy a peaceful lifestyle, dismissing all but the most essential of technology to live harmoniously with nature and each other. Nevertheless, they maintain an impressively strong and skilled royal guard, which serves as both an internal police force but much more often to repel trouble from off-world.
Despite its modern serenity, most of Koum's history was filled with war after bloody war. Its beautiful landscapes sparked constant jealousy among its regional rulers, and prompted many bloody campaigns for territory. Entire communities would be wiped out, stunting the population's growth, and rumors say that even the planet's many islands are a result of entire landscapes being torn apart in the battles of its strongest warriors. This trend continued off and on for countless millennia.
But eventually, Koum began to change. The appearance of alien visitors unified the people, at first only in fear and self-defense, and eventually spurning a unified appreciation for Koum's natural beauty. Within just a few centuries of the modern age, the world finally became unified under the lineage of a single king, and war between Koumians was a thing of the past.
In Age 740, however, things changed again. Planet Koum attracted the attention of the infamous alien warlord Freeza, who immediately set a large military force upon it. But rather than succeeding in conquering and cleansing the planet, they were utterly defeated by the strength of the united Koumian people. Intrigued, and having recently disposed of the troublesomely ambitious Saiyans, Freeza changed his strategy. He personally visited Planet Koum and met with Mace, the current king, to make him an offer he couldn't refuse. Fearing Freeza's power, Mace agreed, and Koum quickly became a vacation spot for Freeza's clients and a source of strong troops for his army.
Over the next few decades, Koum and her people were Freeza's reluctant playthings. But King Mace, along with his lifelong friend and chief adviser Zatar, came to develop a respect for Freeza, which eventually grew into fanatical devotion. So much so that when Freeza was eventually defeated and his empire was shattered in Age 763, the distraught King took his own life. His son Cinna took over as the new king, and in stark contrast to his father and Zatar's past ambitions, wasted no time in returning Koum to its prior state before Freeza's interference. Even after he and his wife, Queen Tarra, were both tragically killed some years later, their young son Regano ruled as prince and preserved their efforts. But while life seemed calm and docile again on Koum, not everyone was happy about it...
Well. That was certainly exhaustive to put together. I'm gonna start organizing and scanning other sketches and junk tomorrow. In the meanwhile, enjoy all that, and you three lucky contest winners contemplate what you want me to draw.
As far as what's up next for GTR... it's those long-in-coming rewrites and revisions for "Volume 1." I've been cracking down and figuring out just what I'm going to do with them, and I'm just about ready to get to work. As mentioned before, the first three or four will be what see the most drastic change, some being almost entirely rewritten. But rewriting material I've already done is much quicker and easier than writing all-new content, so it shouldn't take very long.
I'll be posting each "new" chapter as it's updated and re-published, with much less fanfare accompanying them than an actual chapter (probably just a new sketch or two with each), though probably with some sort of log of what's been changed. Hopefully the gaps between them won't be any more than, say, 2 weeks or so each (knock wood). The chapters will outright replace their prior versions on FanFiction.net, and I'll be sharing individual PDF downloads for each new version as well, something I didn't start doing until Volume 2 kicked off. An eventual re-compiled "GTR Volume 1 (Version 2)" PDF release will be down the road as well, but I'm not going to rush it out right away, and the prior version will still be available for posterity.
In the meantime, I'll also be working out the details for Chapter 18, which will be another "(mostly) back on Earth" standalone story, this time starring Goten and Piccolo (though not necessarily together). Naw, I don't. GT is a fun watch, but as far as I'm concerned, trying to figure it out from a power levels perspective is just an invitation for a headache. Thanks. Even though this mini-arc was Pan's time to shine, I still took the opportunity to let Goku show off a bit, too (as well as set some things up for Trunks). Could I be less specific and ask for, say, one of the Shadow Dragons that you've redesigned? Because when you told me some of the Dragons would be getting overhauls that really interested me.

Sure can. Leaving it up to me to pick one of them might be a good idea, too, since most of them are still very early in their design processes. I'd have to decide whether to choose a barely-started one to finish, or refine an already mostly-finished one.
