Actually, if you look at the DB cosmos map, the afterlife is just sitting there on top of the universe. So if you flew 'up' high enough, you'd eventually reach the underside side of hell. It's the same with the Demon realm, it's just this little section down at the 'bottom' of the big old ball that is the DB universe.
Still they are different dimensions. You can't just fly there with a spaceship. Same applies to the Demon Realm.
Actually, there's literally nothing to indicate that you couldn't. Granted, you'd run into the bottom rocks of Hell and who knows how much you'd have to dig through to get into the actual place, but there's nothing said to separate them into different dimensions entirely. And the Demon Realm is just a mass of red stuff at the bottom of the map with nothing indicated to even be a physical barrier to passage. It's 100% entirely possible that Babidi just flew his spaceship down to Dabura's world, picked him up, and then flew back up to the rest of the universe.

That's because of distance. No one on Earth could sense Goku out training on Yardrat, but Yardrat's not in another dimension. No one sensed Cold or Freeza until they were almost to Earth. It's not like you can sense every power in the universe all the time. Far away powers have to be actively sought, only the large ones can register passively. And the further away it is the harder it is to find (Goku trying to locate New Namek, for instance).
