I like how people are trying to remove the grain.. yet it still looks better with it.

I hate to ask such a rookie question, but can anybody tell me what's wit the little black bar at the top?
Is that to make sure the aspect ratio which the show was aired in is exact?

I'm guessing it's something to do with how Funimation got the film to DVD, since it's not there on the Japanese version it probably means they've missed it a little...

It was actually mentioned in the review of the first Dragon Box. It is present in the Japanese version, just in a different spot and there's two of them. It's a framing issue where the Japanese sets have a ~4 pixel black buffer on the left and right of the screen, whereas the FUNimation sets have a ~2 pixel buffer at the top of the screen. The result is the frame is slightly pushed down on the FUNimation sets, but it would be barely noticeable unless you were actually looking for it.
