Well, after a few years of calculations and recalculations and such, these are my current (though certainly not final) battle powers. Credit goes to silverstorm_nuce for the format. Following the pictorial list, I'll include my list in the way I've always organized it.

The pictorial list and the list in the spoiler differ in some ways, as filling out the pictorial list made me consider and calculate some battle powers I'd either never considered before or had considered and calculated but later scrapped.

Some, namely those involving the Kamehameha or similar techniques, were also recalculated for the pictorial list.

DBZ Movie 15: Revival of [F]
Terminology: GP = God Power, beings like Beerus and Whis have power that can't be measured in the BP system, so it's an entirely different system called God Power.

Kame-sennin: 139.
-Buff form: 1,390.
Tenshinhan: 2,000.
Tenshinhan needs to stop slacking off so much, Kame-sennin with his massive hidden power is rapidly catching up to him.
Krillin: 2,500.
Piccolo: 1,500,000.
Son Gohan: 1,000,000.
-Super Saiyan: 50,000,000.
These guys just won't get it in their heads that they shouldn't slack off so much. Even Freeza's soldiers would fancy their chances against them

Average Freeza soldier: 1,500.
Tagoma: 25,000.
Sorbet: 3,000.
-Merged with Tagoma/red demon guy: 75,000,000.
See Gohan and co.? If you hadn't slacked off it would have been a piece of cake!

Beerus: 10 GP.
Whis: 15 GP.
Son Goku: 9 GP.
Vegeta: 10 GP.

Freeza: 6 GP.
-Golden form: 12 GP.
--worn out: 7 GP.

Wow. How the heck would they make a not-even-Super Saiyan Bardock power up into the billions? Does the mask and/or mind-controlling process come with a power boost like Babidi's spell (except way, way bigger... maybe more in line with the old Kaioshin's technique instead of Babidi's?), or what?

Only Online and Heroes, he didn't make his way to Xenoverse.

And yes, I think like that too. I would like to know how the mask grants power to the user.

My God power list is something like this:
Beerus: 10 GP.
Whis:15 GP
Son Goku: 7.5 GP
Vegeta: 7.6 GP

Freeza: 99.999.999.999.999 ~ 0.9 GP
Golden Freeza: 8 GP
--tired after defeating Son Goku: 7.8 GP

What are all the statements/guidebook stuff etc. concerning King Cold's power?

Let's see what I can remember and dig up...

The manga just notes that both he and Freeza have absurdly large power (although Gohan points out that Freeza can get WAY stronger), and Freeza claims beating Goku will be easy with Cold backing him up.
Cold's bio in Daizenshuu #7 labels him as "somewhat inferior to Freeza," presumably talking about his power.
His bio in the DBZ Dragon Books says he "also appears to be the type whose abilities increase by transforming."

There's also Cold telling Trunks that anyone who defeated Freeza was clearly the strongest in the universe.

I pretty much agree with everything here and it seems to fit pretty well with what's been stated about Goku's power level in base being lesser than Freeza's even after all those years of training. Any chance of a GT expanion in the future or would that be too hard to calculate?

Are you sure you should be giving the humans such low numbers?

The anime (including Kai) also adds Vegeta and Tenshinhan saying that they sense both Freeza and a guy who is way stronger than Freeza. It's likely that was just a reference to their respective suppressed powers, though, and that full power Freeza would still be stronger than full power Cold. There's also Freeza claiming that only Cold (and possibly his mother) could get dust on him (Freeza).

why is Piccolo in the Android arc so low? And sick Goku >>> SSJ Trunks (Mecha arc). Also, I feel the Yardrat Goku/Trunks gap is too small. Goku > Goku (rumors) > Trunks, atleast bigger than 6%.

Going by Minus, Bardock was low class, and never got anywhere above that. So he's weaker than Nappa, who was at 4,000. Seeing as Raditz was only at 1,500, putting Bardock a bit above that is perfectly reasonable, albeit a bit generous.

In regards to all the confusion surrounding the levels of Piccolo(pre fusion), sick Goku, Dr. Gero and #19, I just took the easy way out and put them all at a low level nowhere near the actual threats of the arc. I feel it'd be generous to put Piccolo anywhere near the Super Saiyans as everyone is in agreement he's a good deal behind them and I never really got evidence, that Trunks power had increased significantly since his last visit, so there.

Yes things get a bit cramped.. I wanted Buu Arc Goku to match up with that fake scan and Beerus and Whis' battle powers to only be in the trillions, so it does end up a Little too cramped for my own liking, but it is what it is.

As has already been explained Bardock is a low class going by DB-, but I did put him at his ~10,000 level in his first special and gave him a power-up in EoB.

Piccolo should be ahead of SSJ Future Trunks from the Mecha arc, Android #20 was questionable as being able to humiliate Trunks, which would be impossible if he got beat around by a guy who could get one-shotted by even 50% Freeza. Also, Trunks did go from even weaker than Yardrat Goku to being grouped together with SSJ Android arc Vegeta, that's a sign of him increasing.

Also, if sick Goku was weaker than Trunks (Mecha arc), they would've instantly came to the conclusion that the Androids were the wrong ones, since they know the Androids could stomp Trunks, yet Goku was stomping #19.

I saw that. Even though, I also think that one of the things that musn't be theorized is Zenkai, we hardly know how it works. It even can give small amount of power or a huge boost. As we know, Bardock didn't arrive at the past with his 10.000 since he was hit by Freeza's Supernova.

Unlike Goku, Bardock wasn't shown to be anything more than a low class soldier.

Kakarot as well. Only grew stronger due to many masters, machines and other better (than the Saiyans') supports/methods to get stronger. Bardock is in the upper rank of a low-class, a little more, and he is promoted.
