I have 2 ideas right now :

2- Goku transformation isn't finished and yes he'll become Silver SSJ... And if i'm correct the first visual implying thing like a transformation process with Goku trying to attain a new level of power so......

Fall this year will be a battle of the "Limite Breakers". Feels like tha shonan transformastion trops have finally come full circle.
Instead of the cool, simple new form we got, we should've had a furry rainbow colored SS4 recolor with SS3 hair and giant wings. It's very creative and not lazy like all these new forms.

With the blue aura, maybe it's a bit confusing, but if you look closely to the front hair it's clearly silver hair ! In fact the Silver cover the Black hair like if it's a transformation in process !
I have the impression than Goku is really becoming SS Silver. I'm now sure it isn't the final transformation.
I don't really think this is the full transformation, but how he looks just before transforming (like the hair flickering between black and blonde, the eye flickering black and green during the first SSJ transformation).

it would also make the dynamic of U7 & 11 intreasting.
Toppo rebucked Goku for setting the tournament in motion becuse was bored. That would seem very hypicritical if it turns out that his core, Jiren is no different then Goku.
Goku dose not ring out fighters strait away because he wants to fight them, its fun. Jiren dosen't because he's bored stupide and dosen't care, worst comes to worst he can just curb stop the whole lot of them so why bother putting any real effert in until he needs to?
